Sân bay Dara Sakor do nhà thầu Trung Quốc xây nhìn như vết sẹo cắt qua nơi từng là một khu rừng rậm hoang sơ ở tây nam Campuchia.

Các hoạt động tại Dara Sakor và tại những dự án lân cận do nhà thầu Trung Quốc triển khai làm dấy lên quan ngại rằng Bắc Kinh đang có kế hoạch biến Campuchia trở thành một tiền đồn quân sự của riêng mình.

“Tại sao Trung Quốc lại muốn xây đường băng giữa rừng rậm? Công trình này sẽ giúp Trung Quốc phát huy sức mạnh không quân ra toàn khu vực, làm thay đổi hoàn toàn cuộc chơi”, Sophal Ear, nhà khoa học chính trị tại Đại học phương Tây ở Los Angeles, Mỹ, nhận định.

Nhưng ở Campuchia, Thủ tướng Hun Sen đang có xu hướng quay lưng với Washington và đón nhận nồng nhiệt Bắc Kinh, hiện là nhà đầu tư kiêm đối tác thương mại lớn nhất của Phnom Penh.

Tại khu vực bờ biển Dara Sakor ở tây nam Campuchia, giới chức quân sự Mỹ cho biết Trung Quốc đã đạt được thỏa thuận độc quyền nhằm mở rộng một căn cứ hiện nay của hải quân Campuchia.

“Chúng tôi lo ngại rằng đường băng và các cơ sở hạ tầng bến cảng ở Dara Sakor đang được xây dựng nhằm phục vụ mục đích quân sự bởi quy mô của nó vượt xa nhu cầu hạ tầng cho hoạt động thương mại cả ở hiện tại và tương lai”, Dave Eastburn, phát ngôn viên Lầu Năm Góc, cho biết.

Bộ Tài chính Mỹ hồi đầu tháng áp đặt lệnh trừng phạt với tướng Kun Kim, cựu tổng tham mưu trưởng Lực lượng Vũ trang Hoàng gia Campuchia (RCAF), với cáo buộc ông này có liên quan đến dự án ở Dara Sakor ở tỉnh Koh Kong và hưởng lợi tài chính từ quan hệ với một công ty quốc doanh Trung Quốc.

Thủ tướng Hun Sen bác bỏ những ý kiến cho rằng ông để Trung Quốc thiết lập hiện diện quân sự ở Campuchia. Chính phủ của ông khẳng định đường băng và bến cảng ở Dara Sakor sẽ biến vùng rừng rậm hẻo lánh này thành một trung tâm hậu cần toàn cầu, giúp “tạo ra phép màu”.

“Trung Quốc lớn đến nỗi họ có thể làm mọi việc họ muốn”, ông nói.

Đất của Thim Lim là một phần trong khu vực mà chính phủ Campuchia cho tập đoàn Union Development thuê hơn 10 năm trước. Tập đoàn Trung Quốc Union Development không có bất kỳ hoạt động kinh doanh nào trên thị trường quốc tế, ngoài Campuchia.

Thỏa thuận với Union Development gây hoài nghi ngay từ khi bắt đầu. Bộ Tài chính Mỹ cáo buộc tướng Kun Kim hưởng lợi từ “mối quan hệ với một thực thể nhà nước Trung Quốc”, đồng thời “sử dụng binh lính để đe dọa, phá hủy và giải tỏa đất”. Dù tên công ty Trung Quốc không được nêu trong thông báo của Bộ Tài chính Mỹ, các nhóm vận động và người dân địa phương tin rằng đây chính là Union Development.

Dù với điều khoản cho thuê hào phóng, khu phức hợp nghỉ dưỡng là một phần của dự án Dara Sakor đã được hoàn thành hiện khá ảm đạm vì không có khách. Nhưng thay vì rút khỏi một dự án không hiệu quả, Union Development lại tăng gấp đôi khoản đầu tư. Những công trình mới tại Dara Sakor bao gồm một đường băng dài 3.200 mét và một cảng nước sâu đủ sức tiếp nhận tàu 10.000 tấn.

Tướng Chhum Socheat phủ nhận Campuchia đã yêu cầu Mỹ cung cấp kinh phí tân trang căn cứ Ream.
