Nhiều tài xế cho rằng thời gian thu phí tại trạm BOT An Sương – An Lạc lố 31 tháng; còn chủ đầu tư và các cơ quan chức năng khẳng định đây là sự hiểu nhầm vì dự án đã được điều chỉnh.

Chiều 4-12, Sở Giao thông Vận tải (GTVT) TP HCM đã có buổi làm việc với các đơn vị liên quan và chủ đầu tư dự án BOT An Sương – An Lạc (Quốc lộ – QL – 1; quận Bình Tân, TP HCM), chung quanh việc trạm thu phí này bị tài xế phản ứng.

Tài xế hiểu nhầm

Trước đó, khuya 3-12, nhiều tài xế tụ tập phản đối việc thu phí tại trạm BOT An Sương – An Lạc vì cho rằng thời gian thu phí của trạm này lố 31 tháng. Sự việc buộc chủ đầu tư là Công ty CP Đầu tư phát triển hạ tầng (IDICO) cho xả trạm. Sau khi lực lượng chức năng đến điều tiết, bảo đảm an ninh trật tự, khuya cùng ngày, hoạt động thu phí trở lại bình thường.

Tại buổi làm việc nói trên, ông Nguyễn Hồng Ninh, Giám đốc IDICO, cho biết dự án BOT đầu tư QL1 đoạn từ An Sương đến An Lạc được Chính phủ chấp thuận năm 2000, sau đó có điều chỉnh và bổ sung vào năm 2003 theo quyết định của Bộ GTVT. Dự án ban đầu dài 14 km, mở rộng 6 nút giao đồng mức và xây 6 cây cầu với tổng mức đầu tư 831,639 tỉ đồng. Dự án hoàn thành và đưa vào sử dụng vào ngày 31-12-2004, thời gian thu phí 145 tháng (trong đó thời gian thu phí hoàn vốn 121 tháng, thời gian thu thêm 24 tháng), tức đến ngày 31-1-2017.

Tuy nhiên, theo ông Ninh, do áp lực giao thông trên QL1 đoạn qua khu vực trên liên tục gia tăng nên trước khi kết thúc thời gian thu phí dự án ban đầu, IDICO được Thủ tướng Chính phủ và các cơ quan nhà nước cho phép tiếp tục đầu tư bổ sung vào hợp đồng BOT thêm 4 công trình, nâng thời gian thu phí hoàn vốn đầu tư các hạng mục này kéo dài từ ngày 1-2-2017 đến 31-1-2033.

Cụ thể, lần đầu tư bổ sung thứ nhất là công trình cầu vượt tại nút giao Tỉnh lộ 10/QL1 và Tỉnh lộ 10B/QL1 với tổng mức đầu tư 704,584 tỉ đồng, thời gian hoàn thành và đưa vào khai thác ngày 30-8-2013. Lần đầu tư bổ sung thứ hai là công trình cầu vượt tại nút giao Hương lộ 2/Tây Lân/QL1, tổng mức đầu tư là 407,039 tỉ đồng, đưa vào sử dụng ngày 31-12-2014. Lần đầu tư bổ sung cuối cùng là công trình cầu vượt tại nút giao Lê Trọng Tấn/Nguyễn Thị Tú/QL1, tổng mức đầu tư 511,543 tỉ đồng, đưa vào khai thác ngày 17-5-2017.

Ông Nguyễn Văn Tám, Phó Giám đốc Sở GTVT TP, cho biết dự án BOT An Sương – An Lạc trước đây do Bộ GTVT ký hợp đồng với nhà đầu tư theo hình thức BOT, sau đó chuyển giao cho TP HCM quản lý. Việc sau đó nhà đầu tư đề xuất đầu tư bổ sung 4 công trình nói trên, được các cơ quan có thẩm quyền phê duyệt. Theo ông Tám, thời gian thu phí hoàn vốn của dự án dự kiến đến năm 2033 nhưng căn cứ vào doanh thu, kết quả duy tu thực tế có thể điều chỉnh tăng hoặc giảm.

Cũng trong buổi làm việc, ông Nguyễn Gia Thái Bình, Phó Chủ tịch UBND quận Bình Tân, cho biết qua nắm bắt vụ việc xảy ra vào khuya 3-12, các tài xế phản ứng tại trạm thu phí An Sương – An Lạc trước đó đã được thông tin, kêu gọi trên mạng xã hội. Phía đơn vị thu phí cũng khẳng định qua diễn biến vụ việc và từ hình ảnh camera ghi lại, một số trường hợp tài xế cho xe chạy vòng qua trạm nhiều lần để cố tình phản đối thu phí. Ngoài ra còn có khoảng 40 người không có chức năng nhưng cũng tụ tập tại khu vực trên.

Theo ông Nguyễn Hồng Ninh, trong ngày 4-12, IDICO đã chuẩn bị nhiều biện pháp nhằm tránh việc tài xế tập trung, gây kẹt xe, như gắn thông báo cấm các loại xe dừng quá 5 phút tại trạm; chuẩn bị tiền lẻ mệnh giá 100 đồng ở tất cả cabin thu phí để phòng trường hợp tài xế đòi trả phí dư theo mệnh giá này. Mặt khác, chủ đầu tư cũng kiến nghị các đơn vị chức năng hỗ trợ trong công tác điều tiết giao thông, xử lý việc cố tình tụ tập, gây rối ở khu vực thu phí, cho phép gắn biển cấm dừng, đậu ở 2 bên đường trạm thu phí…

Ông Nguyễn Văn Tám đánh giá việc đáng lo ngại không phải ở những tài xế hiểu nhầm về thông tin dự án BOT An Sương – An Lạc mà là những nhóm người cố tình tìm cách phản đối thu phí. Do đó, chủ đầu tư và các đơn vị liên quan phải chuẩn bị trước nhiều phương án xử lý nhanh khi có sự cố; đồng thời có biện pháp thông tin rộng rãi về các hồ sơ, văn bản pháp lý của dự án để người dân nắm thông tin.

“Trước mắt, Sở GTVT TP giao Trung tâm Quản lý đường hầm sông Sài Gòn phối hợp với nhà đầu tư đưa thông tin dự án này lên bảng thông báo điện tử, đặc biệt trên tuyến QL1 nhằm tuyên truyền hiệu quả hơn” – ông Tám nói.

Cần điều chỉnh thu phí phù hợp

Đánh giá về việc đầu tư bổ sung 4 công trình cầu và tăng thời gian thu phí 16 năm, TS Chu Công Minh, Trường ĐH Bách khoa TP HCM, cho rằng trong các thủ tục thẩm định, phê duyệt, cấp giấy chứng nhận cho nhà đầu tư, các bên đã phải tính toán kỹ về nhu cầu đi lại, lưu lượng xe, mức phí…, từ đó đưa ra thời gian thu phí để hoàn vốn. Tuy nhiên, ông Minh góp ý các bên liên quan cần liên tục cập nhật tình hình thực tế để điều chỉnh việc tăng hay giảm thời gian cho phù hợp.

“Không thu phí quá hạn!”

Ông Bùi Xuân Cường, Giám đốc Sở GTVT TP HCM, khẳng định như vậy khi trả lời báo chí vào chiều 4-12, trước việc một số tài xế phản ứng, đòi bỏ thu phí trạm BOT An Sương – An Lạc do cho rằng trạm thu phí quá thời hạn. “Chủ đầu tư đang làm đúng hợp đồng, không có chuyện thu phí quá hạn” – ông Cường nhấn mạnh.

Theo ông Cường, do không có đầy đủ thông tin, một số tài xế phản ứng, cho rằng hợp đồng của bên Bộ GTVT ký với IDICO đã hết hạn nhưng sau khi chuyển giao dự án, TP đã ký thêm nhiều phụ lục với chủ đầu tư chứ không phải là đang thu theo hợp đồng cũ.

Giải thích rõ hơn về việc ký thêm các phụ lục và lý do chuyển giao dự án về TP HCM, ông Cường nói trước đây Bộ GTVT cho phép đầu tư tuyến đường đó từ An Sương đến An Lạc theo hình thức BOT dài 14 km. Sau khi đoạn đường được mở rộng thì chủ đầu tư được phép thu phí trong khoảng thời gian từ ngày 2-1-2005 đến 31-1.2017. Tuyến từ An Sương đến An Lạc là đường đô thị (dù có tên gọi là QL1) nên sau khi dự án ban đầu kết thúc, Bộ GTVT bàn giao hợp đồng BOT cho UBND TP HCM. Theo hợp đồng cũ thì không có cầu vượt Tỉnh lộ 10, Hương lộ 2, Lê Trọng Tấn, ngã tư Gò Mây. Trên đường này cũng không có vỉa hè, cây xanh. Sau đó, TP muốn hoàn chỉnh các công trình trên toàn tuyến để giao thông thông suốt, kéo giảm ùn tắc nên đã đàm phán, ký thêm các hạng mục với IDICO. Tổng cộng có 4 cầu vượt được xây thêm với tổng vốn đầu tư khoảng 2.000 tỉ đồng. Do vậy thời gian thu phí tại trạm An Sương – An Lạc phải kéo dài thêm đến năm 2033. “Khi làm công trình thì phải làm đồng bộ mới giải quyết được ùn tắc giao thông, thông suốt toàn tuyến. Việc chủ đầu tư thu phí từ sau năm 2017 là thu phí để hoàn vốn cho phụ lục hợp đồng mới. Ở đây không phải là làm công trình chỗ này rồi thu phí chỗ khác mà là đầu tư trên cùng tuyến đường đó” – ông Cường giải thích.

Lãnh đạo Sở GTVT TP HCM nói thêm nếu làm đường một chỗ mà thu phí một chỗ khác như những địa phương khác thì không đúng. Nhưng ở đây, đơn vị đầu tư chỉ đầu tư trên đoạn tuyến 14 km đó để hoàn chỉnh đoạn đường giúp lưu thông thông suốt. Vấn đề này, TP đã báo cáo và đã được Thủ tướng đồng ý trước khi thực hiện.
