PV Drilling “gánh” 487 tỷ nợ xấu và lỗ ròng gần 200 tỷ thời ông Đỗ Văn Khạnh

Từ “ông vua” dầu khí, kết quả kinh doanh của PV Drilling trong thời gian ông Đỗ Văn Khạnh giữ chức Chủ tịch HĐQT liên tục đi xuống. Trước khi từ nhiệm vào ngày 30.11.2018, PV Drilling dưới sự lãnh đạo của ông Nguyễn Văn Khạnh đã trải qua 3 quý thua lỗ liên tiếp, lỗ ròng 197 tỷ đồng trong 9 tháng đầu năm 2018 và vướng 487,6 tỷ đồng đồng nợ xấu.

2 lần “bén duyên” với PV Drilling

Cơ quan Cảnh sát điều tra Bộ Công an (C03) đang tiến hành điều tra vụ án “Lạm dụng chức vụ, quyền hạn chiếm đoạt tài sản” xảy ra tại Tổng Công ty Thăm dò Khai thác Dầu khí Việt Nam (PVEP) thuộc Tập đoàn Dầu khí Việt Nam.

Quá trình điều tra vụ án, Cơ quan Cảnh sát điều tra Bộ Công an (C03) đã xác định, ông Đỗ Văn Khạnh, nguyên Tổng giám đốc PVEP, trong thời gian từ năm 2012 – 2014 đã có hành vi lạm dụng chức vụ là Tổng giám đốc PVEP để nhận tiền của OceanBank chi lãi ngoài (còn gọi là tiền chăm sóc khách hàng), sau đó chiếm đoạt tài sản. Ngày 13.9.2017, Cơ quan Cảnh sát điều tra Bộ Công an (C03) đã ra Quyết định khởi vụ án hình sự số 54/C46-P11.

Ngày 17.12.2018, Cơ quan Cảnh sát điều tra Bộ Công an (C03) ra Quyết định khởi tố bị can số 265/C03-P15, Lệnh bắt bị can để tạm giam số 77/C03-P15 đối với Đỗ Văn Khạnh, nguyên Tổng giám đốc PVEP về tội Lạm dụng chức vụ, quyền hạn chiếm đoạt tài sản theo Điều 355 – Bộ luật hình sự 2015. Cùng ngày, Viện kiểm sát nhân dân tối cao đã phê chuẩn các Quyết định và Lệnh nêu trên.

Trước khi bị Cơ quan Cảnh sát điều tra Bộ Công an khởi tố, bắt tạm giam, ngày 30.11.2018, Tập đoàn Dầu khí Việt Nam đã chấp thuận đơn xin từ nhiệm của Ông Đỗ Văn Khạnh và yêu cầu Tổng Công ty PV Drilling thực hiện các thủ tục bầu Chủ tịch HĐQT mới theo đúng các quy trình và quy định hiện hành.

Trong sự nghiệp của mình, ông Đỗ Văn Khạnh có hai giai đoạn làm việc PV Drilling. Cụ thể, từ năm 1994 đến 2001, ông Khạnh đảm nhận vị trí Giám đốc Xí nghiệp PTSC Offshore, thuộc Công ty PTSC (tiền thân Tổng Công ty PV Drilling) – đơn vị thành viên của Tập đoàn Dầu khí Việt Nam. Năm 2001, ông Đỗ Văn Khạnh được bổ nhiệm làm Bí thư Đảng ủy, Tổng Giám đốc Tổng CTCP Khoan và Dịch vụ Khoan Dầu khí (PVD).

Tháng 7.2010, ông Đỗ Văn Khạnh trở thành Bí thư Đảng ủy, Chủ tịch Hội đồng Thành viên (HĐTV) Tổng Công ty Thăm dò Khai thác Dầu khí (PVEP). Sau hơn 5 năm làm việc tại PVEP, tháng 12.2015, ông quay lại PV Drilling với vai trò Chủ tịch HĐQT đồng thời là người đại diện phần vốn của PVN tại PVD. Hiện PVN đang sở hữu 50.4% vốn tại PVD. Ngoài ông Khạnh, người đại diện phần vốn của PVN tại PVD hiện còn có Phó Chủ tịch Đỗ Đức Chiến, Thành viên HĐQT kiêm Tổng giám đốc Phạm Tiến Dũng.

Tại thời điểm 30.06.2018, ông Khạnh đang nắm giữ 9,192 cổ phiếu PVD, em trai là ông Đỗ Văn Khành cũng nắm giữ 2,400 cổ phiếu PVD; ngoài ra, con ruột của ông Khạnh là bà Đỗ Hoàng Yến cũng nắm 330 cổ phiếu PVD.

9 tháng lỗ 197 tỷ đồng, ôm 487 tỷ đồng nợ xấu

Giai đoạn 2003 – 2014 chứng kiến sự tăng trưởng liên tục của PV Drilling về doanh thu và lợi nhuận. Năm 2014, doanh thu thuần và lợi nhuận sau thuế của PV Drilling đạt mức cao nhất trong lịch sử: 20.884 tỷ đồng doanh thu và 2.539 tỷ đồng lợi nhuận sau thuế.

Tuy nhiên, thời điểm ông Đỗ Văn Khạnh trở về công tác tại PV Drilling vào năm 2015 cũng là lúc giá dầu đi xuống kéo kết quả kinh doanh PV Drilling tụt dốc. Năm 2016, PV Drilling chỉ đạt 5.360 tỷ đồng doanh thu thuần, giảm 63% so với cùng kỳ năm 2015. Lợi nhuận sau thuế của cổ đông công ty mẹ giảm 92% xuống còn 129,4 tỷ đồng, trước đó, trong năm 2015, con số này là 1.664 tỷ đồng.

Tới năm 2017, doanh thu của PV Drilling dưới thời ông Đỗ Văn Khạnh chỉ đạt 3.890 tỷ đồng, tương đương 19% so với đỉnh điểm 2014, lợi nhuận sau thuế chỉ còn gần 36 tỷ đồng.

Bước sang quý I.2018, dù doanh thu hợp nhất của PV Drilling đạt 1.106 tỷ đồng, tăng tới 120% so với cùng kỳ năm 2017. Song do giá vốn lên tới 1.150 tỷ đồng nên PV Drilling chịu lỗ gộp gần 45 tỷ đồng, biên lợi nhuận gộp âm 4%.

Hoạt động tài chính cũng lỗ gần 20 tỷ đồng, hoạt động trong công ty liên kết lỗ trên 4 tỷ đồng, kinh doanh khác cũng chịu lỗ. Bên cạnh đó, các chi phí phát sinh trong kỳ của PV Drilling vẫn ở mức cao, với chi phí lãi vay hơn 43 tỷ, chi phí quản lý doanh nghiệp gần 170 tỷ đồng. Kết quả là PV Drilling chịu lỗ hơn 239 tỷ đồng trong quý I.2018.

Quý II.2018, PV Drilling ghi nhận doanh thu thuần trong kỳ đạt 1.618,6 tỷ đồng, tăng 71,3% so với cùng kỳ năm 2017, song doanh nghiệp lỗ ròng hơn 67 tỷ đồng. Kết quả, lũy kế 6 tháng đầu năm 2018, PV Drilling đạt doanh thu thuần 2.726 tỷ đồng, tăng gần gấp 2 lần so với cùng kỳ 2017. Tuy nhiên, PV Drilling vẫn lỗ hơn 307,5 tỷ đồng, cao hơn mức lỗ 252,7 tỷ của cùng kỳ năm trước.

Riêng quý III.2018, doanh thu thuần hợp nhất của PVDrilling tăng 11% so cùng kỳ khi đạt 1.333 tỷ đồng. Do giá vốn vẫn ở mức cao và chiếm tới 93% trong doanh thu thuần nên lãi gộp lại giảm 19%, đạt 75,6 tỷ đồng.

Trong kỳ hoạt động liên doanh liên kết mang về khoản lãi hơn 71 tỷ đồng nhờ thu hồi được một phần công nợ quá hạn từ PVEP trong khi cùng kỳ hoạt động này thua lỗ hơn 1 tỷ đồng. Bên cạnh đó PVD còn được hoàn nhập chi phí dự phòng gần 96 tỷ đồng nên chi phí quản lý doanh nghiệp trong kỳ được ghi âm gần 20 tỷ đồng nên kết quả sau khi trừ các khoản chi phí và chịu thêm lỗ khác hơn 7 tỷ đồng PVD còn lãi ròng 112 tỷ đồng cao gấp 4,4 lần so với cùng kỳ.

Lũy kế 9 tháng, PVDrilling dưới thời ông Đỗ Văn Khạnh đạt 4.078 tỷ đồng doanh thu thuần, tăng 50% so cùng kỳ. Tuy nhiên do giá vốn tăng cao cùng với gánh nặng chi phí nên cuối cùng PVD lỗ ròng 197 tỷ đồng trong 9 tháng 2018 trong khi cùng kỳ lỗ 227 tỷ đồng.

Tại thời điểm 30.9.2018, các khoản phải thu của PV Drilling tăng từ mức 1.552 tỷ đồng của đầu kỳ lên 1.975 tỷ đồng, trong đó chủ yếu là tăng khoản phải thu ngắn hạn của khách hàng. PVD còn vướng 487,6 tỷ đồng nợ xấu, giảm đáng kể so mức 649 tỷ đồng của đầu năm, trong đó đã trích lập dự phòng 333,5 tỷ đồng.

Tại thời điểm cuối kỳ, các khoản phải thu của PV Drilling tăng từ mức 1,552 tỷ đồng của đầu kỳ lên 1,975 tỷ đồng, trong đó chủ yếu là tăng khoản phải thu ngắn hạn của khách hàng.

Vay nợ tài chính ngắn hạn giảm mạnh từ mức 1,342 tỷ đồng xuống còn 471 tỷ đồng. Còn vay nợ tài chính dài hạn lại tăng từ 3,329 tỷ đồng lên 3,635 tỷ đồng. Tiền lãi vay mà PV Drilling đã trả trong kỳ là gần 140 tỷ đồng. Tiền trả nợ gốc vay trong kỳ ở mức gần 693 tỷ đồng. Do đó, lưu chuyển tiền thuần từ hoạt động kinh doanh của PV Drilling kỳ này tiếp tục ghi âm 310 tỷ đồng.

Trên thị trường chứng khoán, giá trị giao dịch của cổ phiếu PVD dưới thời ông Đỗ Văn Khạnh cũng đang nằm trong trong vùng đáy của 4 năm, từ đỉnh 80.000 đồng/cổ phiếu năm 2014, hiện tại chỉ còn giao dịch quanh vùng 15.000 – 18.000 đồng/cổ phiếu, giảm khoảng 80%.
