Giống như Trump, những hành vi của Nixon bị cáo buộc nhằm mục đích chính trị, tác động bất hợp pháp tới chiến dịch tái tranh cử. Trump bị nghi ngờ gây sức ép buộc Ukraine điều tra cha con cựu phó tổng thống Mỹ Joe Biden, đối thủ chạy đua vào Nhà Trắng. Trái lại, Trump có xu hướng thể hiện bất bình một cách mạnh mẽ, sử dụng những “đòn đánh” công khai để làm suy yếu đối thủ và giữ chân các đồng minh giận dữ với ông. Tuy nhiên, tới khi rơi vào “cơn bão” xem xét bãi nhiệm, mức tín nhiệm đối với Nixon lao dốc, còn Trump vẫn vững vàng bất chấp các cáo buộc.

Theo bình luận viên Emily Bazelon và Beverly Gage của NY Times, điều làm nên khác biệt giữa Trump và Nixon không nằm ở sự nghiêm trọng của các cáo buộc hay mức độ thuyết phục của bằng chứng chống lại họ, mà là tình hình nội bộ chính quyền, truyền thông và cách đối phó với rắc rối của mỗi tổng thống.

Yếu tố đầu tiên là quan hệ giữa hai tổng thống với tình báo Mỹ. Nixon nhậm chức với tâm thế sẵn sàng đối đầu với bộ máy công vụ, bao gồm các cơ quan tình báo và đối ngoại mà ông cảm thấy đang dần tách khỏi sự kiểm soát của Nhà Trắng. Tháng 5/1972, sau khi giám đốc kỳ cựu của Cục Điều tra Liên bang Mỹ (FBI) J. Edgar Hoover qua đời, Nixon đưa quan chức Bộ Tư pháp L. Patrick Gray lên thay thế với hy vọng FBI sẽ gắn bó hơn với các chính sách của Nhà Trắng.

Việc chỉ định giám đốc mới từ bên ngoài FBI khiến nhiều người tức giận, trong đó có W. Mark Felt, cấp phó của Hoover đang hy vọng được tiếp quản chức giám đốc, đồng thời cũng lo ngại nỗ lực chính trị hóa FBI của Nixon sẽ làm suy yếu tính độc lập của cơ quan. Năm 1972, sau khi vụ Watergate diễn ra, Felt, với bí danh “Deep Throat”, bắt đầu tiết lộ thông tin về cuộc điều tra bê bối này cho phóng viên Bob Woodward của Washington Post.

Trump còn sở hữu “tấm khiên” mà Nixon không có, đó là sự bảo vệ từ Bộ Tư pháp Mỹ. Tháng 5/1973, cố bộ trưởng tư pháp Elliot Richardson chỉ định Archibald Cox làm công tố viên đặc biệt để điều tra Nixon. Sau khi một cựu quan chức tiết lộ về hệ thống ghi âm bí mật của Nhà Trắng ghi được các cuộc trò chuyện của tổng thống, Cox đã gửi trát đòi giao nộp các cuộn băng, khiến Nixon tức giận yêu cầu Richardson sa thải công tố viên này. Tuy nhiên, Richardson và cấp phó William Ruckelshaus đều bác bỏ mệnh lệnh và từ chức. Robert Bork, người tiếp quản vị trí quyền bộ trưởng tư pháp sau đó, đã sa thải Cox.

Những sự việc này khiến công chúng phẫn nộ, trở thành một phần nguyên nhân dẫn tới quá trình xem xét bãi nhiệm Nixon tại Hạ viện Mỹ gần 7 tháng sau đó. Nixon buộc phải phê chuẩn quyết định bổ nhiệm Leon Jaworski, công tố viên đặc biệt mới tiếp quản những nỗ lực của Cox. Các điều khoản xem xét bãi nhiệm Trump của phe Dân chủ cũng không nêu bất cứ hành vi nào được tiết lộ trong bản báo cáo.

Bộ Tư pháp Mỹ còn từ chối mở cuộc điều tra hình sự hoặc chỉ định công tố viên đặc biệt xem xét những cáo buộc của người tố giác giấu tên. Các luật sư của Bộ Tư pháp còn chỉ ra rằng quốc hội không có quyền triệu tập nhân chứng ra trước tòa để cung cấp lời khai. Bộ trưởng Barr thậm chí giúp Trump “phản đòn” của FBI bằng cách thúc đẩy cuộc điều tra hình sự về nguyên nhân khiến FBI điều tra chiến dịch tranh cử năm 2016 của Tổng thống.  

Bên cạnh đó, Trump còn được hệ thống tòa án “che chắn”, khi phe Cộng hòa chiếm đa số trong các thẩm phán của Tòa án Tối cao và Chánh án Brett Kavanaugh là người được Trump đề cử. Dường như cũng ý thức được lợi thế của Trump, Ủy ban Tình báo Hạ viện Mỹ đã không nhờ tới sự hỗ trợ của tòa án khi Tổng thống chống lại các trát đòi trình diện của họ.

Trong khi đó, các thẩm phán Tòa án Tối cao từng yêu cầu Nixon giao nộp số băng ghi âm tại Nhà Trắng sau những nỗ lực của công tố viên Jaworski. Đây được coi là một trong những minh chứng rõ ràng nhất cho tính độc lập của nền tư pháp Mỹ.

Vấn đề đảng phái được cho là yếu tố quan trọng có thể định đoạt việc xem xét bãi nhiệm. Xuyên suốt bê bối Watergate, thế đa số của phe Dân chủ ở cả hai viện của quốc hội giúp đảng này gây ảnh hưởng đáng kể tới cục diện. Tuy nhiên, do không đủ 2/3 ghế trong Thượng viện để phế truất Nixon, họ biết rằng phải thuyết phục khoảng một chục nghị sĩ Cộng hòa “đổi phe”.

Sự ủng hộ đối với Nixon trong đảng Cộng hòa bắt đầu suy giảm sau khi Ủy ban Watergate Thượng viện được thành lập hồi tháng 2/1973 và chạm đáy với tỷ lệ khoảng 50% vào mùa xuân năm 1974, khi công tố viên Jaworski gửi trát đòi các đoạn băng ghi âm ở Nhà Trắng.

Khoảng 1/3 nghị sĩ Cộng hòa trong Ủy ban Tư pháp Hạ viện sau đó đã bỏ phiếu thuận với các điều khoản xem xét bãi nhiệm Nixon. Ngày 7/8/1974, các lãnh đạo phe Cộng hòa tại quốc hội đã gặp Nixon để thông báo rằng ông khó có thể vượt qua phiên xử tại Thượng viện. Hai ngày sau, Nixon từ chức.

Hiện nay, đảng Dân chủ kiểm soát Hạ viện, phe Cộng hòa chiếm đa số Thượng viện và hệ tư tưởng trong quốc hội cũng phân cực hơn nhiều so với thời Nixon. “Tính bè phái” trong chính trị đã giúp Trump nhận được sự ủng hộ vững chắc từ đảng của ông. Các nghị sĩ Cộng hòa hầu như không suy chuyển từ khi cuộc điều tra xem xét bãi nhiệm bắt đầu. Không một hạ nghị sĩ Cộng hòa nào bỏ phiếu cho một trong hai cáo buộc với Trump, trong khi hầu hết hạ nghị sĩ Dân chủ đều chống lại Tổng thống.
