Những dự án giao thông sẽ hoàn thành năm 2020

Đường sắt Cát Linh – Hà Đông, hầm Hải Vân 2, cao tốc La Sơn – Túy Loan…  là các dự án được kỳ vọng đi vào hoạt động trong năm nay. 

Đường vành đai 3 Hà Nội

Vành đai 3 đoạn Mai Dịch – Nam Thăng Long dài 5,5 km, gồm đường cao tốc trên cao và đường mở rộng bên dưới. Tổng mức đầu tư của hai dự án lên đến gần 8.500 tỷ đồng. Điểm đầu từ cầu vượt Mai Dịch, điểm cuối của tuyến đường giao với Cầu Thăng Long.

Tuyến đường này đi qua các nút giao quan trọng của thủ đô như đường Phạm Hùng, Xuân Thủy, Hồ Tùng Mậu. Đây là đoạn có lượng phương tiện qua lại dày đặc, nhất là vào giờ cao điểm. 

Trên công trường dự án, đường mở rộng bên dưới quy mô 6 làn xe đã hoàn thành vào tháng 10/2019; còn đoạn cao tốc trên cao quy mô 4 làn xe có tổng vốn đầu tư 5.340 tỷ đồng, dự kiến đưa vào hoạt động từ tháng 9/2020.

Sau khi hoàn thành, đoạn Mai Dịch – Nam Thăng Long sẽ khép kín vành đai 3 Hà Nội, giúp các phương tiện từ các tỉnh phía Bắc đi đến phía Nam và ngược lại không phải qua khu vực trung tâm, giảm được thời gian lưu thông và ùn tắc trong nội đô.

Đường sắt đô thị Cát Linh – Hà Đông

Dự án đường sắt đô thị đầu tiên ở Hà Nội đã thi công xong toàn bộ khối lượng xây dựng với hơn 13 km cầu cạn, 12 nhà ga trên cao, 16 khu đơn thể Depot và cảnh quan cây xanh.

Theo quy trình, công tác nghiệm thu dự án do phía Việt Nam thực hiện, đơn vị tư vấn độc lập ACT (Pháp) sẽ đánh giá an toàn kỹ thuật; sau đó là thanh toán và bàn giao công trình từ Tổng thầu Trung Quốc cho Bộ Giao thông Vận tải. UBND Hà Nội sẽ tiếp nhận lại toàn bộ dự án để vận hành khai thác.

Chỉ đạo Bộ Giao thông Vận tải tại hội nghị triển khai nhiệm vụ năm 2020, Phó thủ tướng Trịnh Đình Dũng đã yêu cầu Bộ này giải quyết các vướng mắc còn lại, sớm đưa dự án vào khai thác vì “người dân đang mong mỏi”.

Trước đó, đường sắt đô thị Cát Linh – Hà Đông dự kiến vận hành thương mại vào cuối năm 2019. Tuy nhiên, Bộ Giao thông Vận tải cho hay thủ tục liên quan và tài liệu của các hạng mục dự án giữa hai nước Việt Nam và Trung Quốc có nhiều điểm không tương đồng, nên công tác nghiệm thu và đánh giá an toàn bị kéo dài. 

Mặc dù tàu chưa vận hành chở khách song dự án vẫn duy trì hoạt động nhiều hạng mục, khiến phát sinh chi phí tiền điện 100 triệu đồng/ngày. Ngoài ra còn chi phí trả lương, văn phòng cho toàn bộ nhân sự phía Trung Quốc và Việt Nam đang chờ đợi để vận hành tuyến đường sắt này. 

Với chiều dài 13 km, điểm đầu tại ga Cát Linh, điểm cuối tại ga Yên Nghĩa, dự án có 13 đoàn tàu, mỗi đoàn 4 toa; tần suất khai thác 3 đến 5 phút/chuyến, tốc độ trung bình 35 km/h.  

Hầm Hải Vân 2

Dự án mở rộng hầm đường bộ Hải Vân được Bộ Giao thông Vận tải phê duyệt năm 2016 gồm 2 giai đoạn với tổng mức đầu tư hơn 7.200 tỷ đồng.

Giai đoạn một là sửa chữa, nâng cấp hầm Hải Vân 1 hiện nay và cải tạo đoạn tuyến quốc lộ 1 qua đèo Hải Vân. Giai đoạn hai mở rộng hầm lánh nạn thành hầm giao thông (hầm Hải Vân 2) với quy mô 4 làn xe và mở rộng cầu, đường dẫn quy mô 4 làn xe, dự kiến khai thác cuối năm 2020.

Hầm Hải Vân 2 được thiết kế hai ống hầm rộng 9,7 m cho phương tiện chạy một chiều, trong mỗi ống đảm bảo 2 làn xe rộng 7 m, đường bộ hành và bảo dưỡng rộng 1 m, hai dải an toàn 1,5m… Tuyến hầm này mở rộng trên nền hầm lánh nạn dài 6,2 km, rộng 4,7 m. Ngoài ra, dự án còn có các hạng mục trung tâm cứu hộ cứu nạn, phòng cháy chữa cháy, trạm thu phí; trạm dừng đỗ kỹ thuật.

Hiện hầm Hải Vân 2 đã thông hầm kỹ thuật toàn tuyến. Phần phía Bắc công trình thuộc tỉnh Thừa Thiên Huế thi công đạt khoảng 80% khối lượng. Hai bên thành hầm, nhà thầu bắt đầu lát gạch men trang trí. Phần phía Nam thuộc TP Đà Nẵng vẫn còn khá ngổn ngang, đang được gia cố. Cầu Bắc Hải Vân bắc qua đầm Lập An (thị trấn Lăng Cô) dẫn vào hầm Hải Vân 2 đang gấp rút thi công. Theo thiết kế, cầu dài gần 2 km với hai làn xe.

Cao tốc La Sơn – Túy Loan 

Dài 77 km với tổng mức đầu tư hơn 11.000 tỷ đồng theo hình thức BT, cao tốc La Sơn – Túy Loan là đoạn tuyến nằm trong dự án đường Hồ Chí Minh.

Dự án này có điểm đầu tại ngã ba La Sơn (huyện Phú Lộc, tỉnh Thừa Thiên – Huế) và kết thúc tại nút giao Túy Loan (huyện Hòa Vang, TP Đà Nẵng).

Cao tốc có quy mô nền đường 4 làn xe, mặt cắt ngang rộng 23 đến 24 m, giai đoạn đầu có 2 làn xe cơ giới, 2 làn dừng đỗ khẩn cấp, đảm bảo phương tiện giao thông chạy với tốc độ 60 đến 80 km/h.

Theo kế hoạch, dự án hoàn thành toàn tuyến vào tháng 12/2018 song đã bị chậm tiến độ hơn một năm, vì còn 11,5 km đường từ nút giao Túy Loan đến khu công nghệ cao (Đà Nẵng) chưa hoàn thành giải phóng mặt bằng. Đây là đoạn tuyến được mở rộng để khớp nối với cao tốc Đà Nẵng – Quảng Ngãi (từ Đà Nẵng vào Quảng Ngãi). 

Việc chưa khớp nối đoạn tuyến dài 11,5 km với cao tốc Đà Nẵng – Quảng Ngãi khiến phương tiện lưu thông gặp khó khăn. Chủ phương tiện muốn di chuyển từ cao tốc Đà Nẵng – Quảng Ngãi ra các tỉnh phía Bắc phải đi bằng các con đường nhỏ rồi xuống quốc lộ 1, xuyên hầm Hải Vân ra Thừa Thiên – Huế.

Lãnh đạo Ban quản lý dự án đường Hồ Chí Minh cho biết, trong quý 1/2020 dự án cao tốc La Sơn – Túy Loan sẽ thông xe kỹ thuật km0 đến km66, còn đoạn mở rộng vẫn còn phải chờ địa phương giải phóng mặt bằng.

Cao tốc Long Thành – Bến Lức

Vướng giải phóng mặt bằng nên dự án đường cao tốc Bến Lức – Long Thành dự kiến hoàn thành năm 2020, trễ hai năm so với dự kiến. 

Cao tốc Bến Lức – Long Thành dài 57,7 km, vốn đầu tư hơn 31.000 tỷ đồng (khoảng 1,6 tỷ USD), được khởi công tháng 7/2014, đi qua các tỉnh Long An, TP HCM và Đồng Nai. Do điều kiện địa chất, thủy văn phức tạp, tuyến cao tốc phải xây dựng hơn 20 km cầu và cầu cạn. Trong đó có hai cầu lớn xây dựng theo kiểu dây văng là cầu Bình Khánh và Phước Khánh.

Sau 4 năm triển khai, dự án đã hoàn thành khối lượng khoảng 80% song khu vực tuyến chính cao tốc và đường dẫn quốc lộ 1 trên địa bàn huyện Bình Chánh (TP HCM) và tỉnh Đồng Nai còn nhiều hộ dân chưa được giải phóng mặt bằng. Đây là những trường hợp có khiếu kiện từ những năm trước đây. 

Theo Bộ Giao thông Vận tải, cao tốc Bến Lức – Long Thành sẽ giúp giao thông liên vùng miền Tây và vùng Đông Nam Bộ không cần đi qua TP HCM, tuyến đường sẽ nối trực tiếp với mạng lưới cao tốc – quốc lộ, hệ thống cảng biển với sân bay quốc tế Long Thành. Đồng thời, dự án cũng góp phần làm giảm áp lực giao thông trên quốc lộ 1, 51 và rút ngắn thời gian đi từ tỉnh Long An đến TP HCM, Đồng Nai, Bà Rịa – Vũng Tàu.
