Hôm 29/12, hầu hết cố vấn an ninh tập trung tại khu nghỉ dưỡng Mar-a-Lago của Trump để thảo luận về việc có nên tiêu diệt tướng Iran Soleimani.

Thiếu tướng Qasem Soleimani, tư lệnh đặc nhiệm Quds của Vệ binh Cách mạng Hồi giáo Iran (IRGC), cùng Abu Mahdi al-Muhandis, phó tư lệnh nhóm dân quân Lực lượng Tổng động viên Iraq (PMU) thân Iran, thiệt mạng sau cuộc không kích bằng máy bay không người lái (UAV) của Mỹ rạng sáng 3/1.

Theo Cố vấn an ninh quốc gia Mỹ Robert O’Brien, vụ không kích Soleimani xảy ra sau khi tướng này tới thăm thủ đô Damascus của Syria và đang lên kế hoạch nhắm vào các nhân viên ngoại giao và quân đội Mỹ. “Cuộc không kích nhằm phá vỡ âm mưu đó và ngăn các vụ tấn công trong tương lai của Iran thông qua những lực lượng ủy nhiệm hoặc lực lượng Quds”, ông giải thích.

Các quan chức quốc phòng Mỹ cho biết kế hoạch của Soleimani là một phần tiếp nối những hành động khiêu khích trước đó của Iran, bao gồm vụ bắn hạ UAV RQ-4N của Mỹ hôm 20/6. Các vụ tấn công bằng rocket nhắm vào vị trí của quân đội Mỹ tại Baghdad và nhiều địa điểm khác thường xuyên xảy ra sau khi Washington triển khai chiến dịch quân sự ở Iraq vào năm 2003. Tuy nhiên, những sự cố như ở Kirkuk không phổ biến trong những năm gần đây.
