Trung Quốc khuyến khích người dân quay lại làm việc, bất chấp dịch bệnh vẫn ở mức cao. Để kiểm soát, chính phủ bắt đầu một thử nghiệm trên diện rộng, sử dụng dữ liệu để điều chỉnh sinh hoạt của người dân, bằng việc yêu cầu họ dùng một ứng dụng trên điện thoại. 

Mã Y tế Alipay xuất hiện lần đầu ở thành phố Hàng Châu. Đây là dự án do chính quyền thành phố triển khai, với sự hậu thuẫn của Ant Financial – một chi nhánh của Tập đoàn thương mại điện tử khổng lồ Alibaba.

Người dân phải đăng ký ứng dụng nổi tiếng của Ant – Alipay, và được cấp một mã màu gồm xanh, vàng hoặc đỏ – tương ứng với tình trạng sức khỏe của họ. Sau khi người dùng điền một biểu mẫu thông tin cá nhân, phần mềm sẽ tạo ra mã QR với một trong ba màu. Mã xanh cho phép người dùng tự do di chuyển. Người có mã vàng bị yêu cầu ở nhà 7 ngày. Mã đỏ nghĩa là cách ly 2 tuần. 

Hệ thống này đến nay đã được sử dụng ở 200 thành phố và sắp tới là cả nước.

Ant và nhà chức trách Trung Quốc đều chưa giải thích chi tiết cách hệ thống này đánh giá người dân. Điều đó gây nên sự sợ hãi và hoang mang cho những người bị bắt buộc cách ly mà không hiểu tại sao.

Ở Hàng Châu, gần như đi đến đâu cũng phải giơ mã Alipay. Những khẩu hiệu tuyên truyền nhắc nhở mọi người: “Mã xanh, tự do đi lại. Mã đỏ hoặc vàng cần được báo cáo lập tức” được nhìn thấy khắp nơi.

Ở một số thời điểm, mã vạch khiến tình hình trở nên căng thẳng. Trong cuộc họp ngày 24/2, chính quyền cho biết hơn 50 triệu người Chiết Giang, tương đương với 90% dân số cả tỉnh, đã đăng ký mã y tế. 98.2% trong số đó có mã là xanh, nghĩa là gần một triệu người có mã vàng hoặc đỏ.

Phần mềm không thông báo với người dùng về sự liên kết này với cảnh sát. Nhưng theo hãng thông tấn Xinhua, lực lượng hành pháp là một đối tác quan trọng trong việc phát triển hệ thống này.

Zhou Jiangyong, Bí thư thành ủy Hàng Châu, gọi hệ thống mã y tế là “một bước quan trọng của thành phố trong việc quản trị trên nền tảng kỹ thuật số”. Ông nói thêm rằng thành phố sẽ mở rộng việc sử dụng những công cụ thế này, truyền thông nhà nước đưa tin.

Leon Lei (29 tuổi) đăng ký dùng Alipay trước khi rời quê nhà An Khánh để quay lại làm việc ở Hàng Châu. Ban đầu, mã của anh màu xanh, nhưng một ngày trước khi đi, mã chuyển màu đỏ và anh không biết tại sao. An Khánh chưa bị dính virus dù nằm bên cạnh tâm dịch Hồ Bắc. Trên đường đến Quảng Châu, các nhân viên ở hai trạm kiểm soát cao tốc thấy mã đỏ nên chặn anh lại. Đến trạm thứ ba anh mới ra được. Lei cho biết: “Những quy định này không công khai. Cách chỉ định màu cũng không được công khai. Và không rõ phải làm sao để biến mã của bạn thành màu xanh”.

Cả Alibaba và Ant Financial đều có trụ sở ở Hàng Châu. Khi hệ thống này được sử dụng trên cả nước, những nơi khác có thể sẽ không tuân thủ bởi nó quá nghiêm ngặt. Theo Xinhua, 100 thành phố đã sử dụng hệ thống này chỉ một tuần sau khi Hàng Châu áp dụng, ngày 11/2.
