Đại dự án chuyển nước thỏa tham vọng của Trung Quốc

Trung Quốc xây dựng hệ thống chuyển nước lớn nhất thế giới nhằm đưa nước tới miền bắc khô hạn, nhưng dự án vấp phải nhiều chỉ trích.

Trong năm hạn hán 2017, hầu hết nước uống ở thủ đô Bắc Kinh được vận chuyển qua quãng đường dài 1.432 km, bắt đầu từ hồ chứa Đan Giang Khẩu ở vùng núi hẻo lánh, trập trùng, miền trung Trung Quốc. Mất 15 ngày để nước chảy về phía bắc bằng kênh đào và ống dẫn xuyên qua sông Hoàng Hà, tới các nhà máy xử lý ở Bắc Kinh. 2/3 nước máy và 1/3 tổng nguồn cung nước ở thủ đô Trung Quốc đến từ Đan Giang Khẩu.

Mùa đông và xuân năm 2018 là giai đoạn hạn hán kéo dài kỷ lục từng được ghi nhận ở thủ đô. Khi đó, hồ chứa nước này tiếp tục là “cứu tinh”. Không có mưa hay tuyết rơi ở Bắc Kinh suốt 5 tháng, nhưng thủ đô Trung Quốc không bị gián đoạn nguồn cung cấp nước. Còn tại tỉnh Sơn Tây, chính quyền địa phương phải đưa ra định mức khẩu phần nước.

Chính quyền Trung Quốc rất hài lòng với dự án này, dù tốn kém và vấp phải nhiều chỉ trích.

Chuyển nước Nam – Bắc là dự án phát triển cơ sở hạ tầng thuộc hàng đắt đỏ nhất thế giới. Đây là hành trình vận chuyển nước lớn nhất giữa các lưu vực sông trong lịch sử. Phản ứng chính của Trung Quốc với mối đe dọa lớn nhất từ dự án này, không gì khác ngoài mối lo thiếu nước, bất chấp ô nhiễm môi trường.

4/5 lượng nước ở Trung Quốc nằm ở miền nam, nơi nửa số dân sinh sống. Nhưng ở miền bắc, 11 tỉnh có mức nước bình quân đầu người ít hơn 1.000 mét khối một năm, được xem là tình trạng khủng hoảng nước theo tiêu chuẩn quốc tế, trong đó có 8 tỉnh có mức nước bình quân chỉ bằng nửa con số này.

Trở lại 1952, năm cố chủ tịch Trung Quốc Mao Trạch Đông kết luận rằng “miền nam dồi dào nước, miền bắc ít hơn nhiều, nếu có thể, miền bắc nên mượn một chút”. Dự án được thực hiện bằng cách liên kết sông Dương Tử ở miền nam tới các khu vực thiếu nước ở miền bắc. Kênh chuyển nước giữa Bắc Kinh và Đan Giang Khẩu nằm trên một nhánh sông Dương Tử, vận hành từ năm 2014.

Một tuyến khác ở phía đông, hoạt động từ năm 2013, sử dụng kênh đào Đại Vận Hà cổ xưa, nối Hàng Châu với Bắc Kinh. Đại Vận Hà là thành tựu thủy văn vĩ đại nhất trong lịch sử Trung Quốc. Kênh đào thứ ba được lên kế hoạch chuyển nước từ cao nguyên Tây Tạng, nhưng khu vực này dễ động đất và sạt lở, khiến dự án bị hoãn vô thời hạn.

Toàn bộ dự án, nếu hoàn thành, sẽ vận chuyển 45 tỷ mét khối nước, bằng khoảng 7% lượng nước tiêu thụ của Trung Quốc. Hai kênh dẫn nước đang hoạt động có thể chuyển được 25 tỷ mét khối nước hàng năm từ nam lên bắc. Cho đến nay, các dự án tiêu tốn chi phí lớn, khoảng 300 tỷ nhân dân tệ (48 tỷ USD), gấp đôi dự tính ban đầu, theo Zhang Jiyao, giám đốc đầu tiên của dự án.

Dự án gây tranh cãi từ ban đầu. Trong một chỉ trích công khai hiếm hoi, Qiu Baoxing, thứ trưởng phụ trách nhà ở của Trung Quốc, cho rằng dự án khó duy trì và không cần thiết vì chỉ dẫn đến lãng phí tài nguyên nước.

Ma Jun, chuyên gia môi trường hàng đầu của Trung Quốc, cảnh báo dự án sẽ làm gia tăng ô nhiễm, vốn đã xấu đi ở Trung Quốc và chỉ khiến các thành phố phía bắc sử dụng nước một cách vô tâm hơn. Ông nghĩ rằng họ đã rút cạn nước ngầm vì biết rằng các vùng ngập lụt phía nam sẽ cung cấp cho họ nước sử dụng.

Giới chức gạt bỏ các cáo buộc, tuyên bố dự án thành công mỹ mãn trong năm đầu tiên hoạt động. Hơn 50 triệu người được cung cấp nước từ dự án, theo Bộ Nguồn nước Trung Quốc. Mức giảm mực nước dưới lòng đất Bắc Kinh, vốn ở mức báo động 1-3 mét do hoạt động bơm nước giếng, đã chậm lại.

Dự án giúp phục hồi các hệ sinh thái bị xói mòn nghiêm trọng lân cận, như hồ Juyanhai ở Nội Mông, khu vực trở nên khô cằn hơn từ năm 1992. Dự án được kỳ vọng làm GDP tăng 0,1-0,3 điểm phần trăm, nhờ khôi phục lại các hoạt động kinh tế từng bị hạn chế vì thiếu nước. Nhưng các lợi ích này khó đo đếm được.

Trên thực tế, dự án chưa giải quyết triệt để tình trạng thiếu nước của Bắc Kinh. Bắc Kinh sử dụng khoảng 3,6 tỷ m3 nước mỗi năm. Thủ đô có 2,1 tỷ m3 nước trong các hồ chứa, sông ngòi địa phương, cộng với 1,1 tỷ m3 nước từ kênh chuyển nước. Như vậy, Bắc Kinh chưa giải quyết được tình trạng thiếu nước, buộc phải bù đắp bằng nước ngầm.

Khi dân số gia tăng và kinh tế phát triển, mức tiêu thụ nước của Bắc Kinh có thể tăng lên hơn 4 tỷ m3 vào 2020. Nếu điều đó xảy ra, giả thuyết kế hoạch chuyển nước vận hành như dự kiến, chỉ 2/3 lượng nước thiếu hụt được đáp ứng.

Ở khu vực miền bắc, nhu cầu nước dự kiến tăng lên 200 tỷ m3 vào năm 2050, theo ước tính của chính phủ. Hai kênh dẫn nước đang hoạt động chỉ đáp ứng được 1/8 số này. Tóm lại, dự án chuyển nước sẽ không giải quyết được tình trạng thiếu nước ở miền bắc Trung Quốc ngay cả khi được vận hành đúng kế hoạch.

Thực tế không như vậy. Dự kiến, một năm 9,5 tỷ m3 nước sẽ chảy qua kênh dẫn nước trung tâm. Nhưng giới chức ở thượng nguồn Đan Giang Khẩu nói rằng chưa đến nửa lượng nước dự kiến khai thác được chuyển đi từ hồ chứa trong năm 2017, một phần do giá nước hồ chứa cao và nhu cầu thấp hơn kỳ vọng.

Ngoài ra, hồ chứa tương đối nhỏ, dung tích đạt 29 tỷ m3. Các kỹ sư lo ngại nếu chuyển 1/3 lượng nước hồ đi mỗi năm sẽ làm khuấy động khối bùn khổng lồ dưới lòng hồ. Bắc Kinh vẫn nhận được lượng nước như hứa hẹn, nhưng các tỉnh lân cận chỉ nhận được 1/3.

Khi dự án được thiết kế, giới chức tuyên bố toàn bộ miền bắc sẽ được hưởng lợi, nhưng dự án trên thực tế dường như chỉ đem lại lợi ích cho Bắc Kinh. Bắc Kinh là một trong những nơi giàu có nhất của Trung Quốc trong khi khu vực quanh hồ chứa thì ngược lại. Nhiều người chỉ trích dự án đã “lấy của người nghèo chia cho người giàu”.

Do hoạt động dưới công suất, dự án được cho là ít gây ra thiệt hại hơn. Nhưng hơn 380.000 người đã phải di dời, nhường chỗ mở rộng hồ chứa. Vì các nhà quy hoạch lo ngại ô nhiễm, nhiều ngành kinh tế dọc kênh đào và hồ chứa buộc phải ngừng hoạt động, trong đó có nền tảng chính của kinh tế Đan Giang Khẩu như nuôi trồng thủy sản và chế biến củ nghệ. Để bù đắp lượng nước lấy đi, chính quyền địa phương xây các con đập nhằm chuyển nước về lại dòng sông. Tỉnh Thiểm Tây đang xây đập trên sông Hán để chuyển nước về lại sông Ngụy, vốn cạn kiệt nước.

Nhưng dự án vấp phải chỉ trích, không chỉ tiền bạc mà còn làm xao lãng vấn đề thực sự về nước của Trung Quốc: ô nhiễm và lãng phí tài nguyên nước. Năm 2017, 1/10 mẫu nước trên sông Hoàng Hà không phù hợp tưới tiêu. Bộ Đất đai Trung Quốc cho rằng nửa lượng nước ngầm ở miền bắc quá bẩn cho hoạt động nhà máy.

Ở châu Âu, 80% nước trong công nghiệp được tái chế. Tỷ lệ này ở Trung Quốc bằng một nửa. Năm 2015, một nghiên cứu do Jon Barnett, giáo sư đại học Melbourne, thực hiện và đăng trên tạp chí Nature cho rằng Trung Quốc không cần dự án. Trung Quốc có thể tự cung cấp đủ lượng nước nếu tiết kiệm và giảm thiểu ô nhiễm.

Để được cấp tín dụng khi đến hạn, chính phủ bắt đầu tăng giá nước nhằm giảm lãng phí. Dự án đóng vai trò quan trọng trong chiến dịch này. Cuối năm 2017, hệ thống thuế mới có hiệu lực ở 9/11 tỉnh thiếu nước. Nước từ dự án Chuyển nước Bắc – Nam đắt hơn tại địa phương. Việc này trên lý thuyết là nhằm khuyến khích dùng nước tiết kiệm nhưng thuế mới vẫn thấp. Chi phí chuyển nước cao hơn không do người tiêu dùng chịu mà do các chính quyền địa phương. Như vậy, dự án không ảnh hưởng trực tiếp đến việc sử dụng nước.

Ngoài ra, hạ tầng nước đô thị từ lâu không được nâng cấp. Cống thoát bị nghẽn, đường ống rò rỉ. Thay vì nỗ lực khắc phục và kiềm hãm nhu cầu sử dụng nước, Trung Quốc tập trung vào việc tăng cường nguồn cung. Dự án Chuyển nước Bắc – Nam là phép thử cho Chủ tịch Tập Cận Bình. Ông thường cho rằng Trung Quốc phải ngừng tăng trưởng một cách mù quáng bất chấp hậu quả môi trường. Ông thừa nhận lưu vực sông Dương Tử cần được bảo vệ. Trong cuộc cải tổ hồi tháng 3/2018, Bộ Môi trường đã đảm nhận vai trò giám sát dự án chuyển nước.

Zhang, giám đốc đầu tiên của dự án, từng phát biểu hồi năm 2013 rằng giải pháp cho vấn đề nguồn nước của Trung Quốc là bảo tồn.

“Dùng dự án chuyển nước để duy trì tăng trưởng kinh tế là sự bế tắc”, Zhang nói.
