Facebooker Trần Vũ Hoài vừa dịch lại nội dung này nhưng mình tìm trên mạng không hề có bài báo với nội dung tương tự mà chỉ có một bài ngắn về các suy nghĩ của Friedman khi nhìn mối quan hệ Trung – Mỹ từ tận năm 2008. Liệu rằng đây có phải là fake news?

Mượn danh người nổi tiếng để vẽ ra những bức tranh thuyết phục hơn nhằm truyền bá tư tưởng của mình là một kĩ thuật rất nguy hiểm đã tồn tại từ đời thượng cổ, các giáo sĩ hay dùng kĩ thuật này để mọi người tin lời họ nói hơn (Phật bảo thế, Chúa bảo thế…). Theo tôi, với tư cách là 1 quốc gia hiện đại, Trung quốc đã chấp nhận các khái niệm căn bản về chủ quyền quốc gia và nhân quyền hiện đại. Tuy nhiên, có nhiều yếu tố khác nhau của nền văn minh Trung Hoa đã làm sự chấp nhận này của họ mang tính riêng biệt. Một trong những đặc điểm của mô hình phát triển Trung quốc là: lợi thế của qui mô lớn ( scale effect of learning) + đổi mới ( innovation) + dân số lớn đã có những tác động riêng biệt tới Trung quốc và thế giới. Rất nhiều tập đoàn nước ngoài đầu tư vào Trung quốc đều có 1 khẩu hiệu: nếu họ thí nghiệm thành công đầu tiên ở Trung quốc, họ sẽ dẫn đầu thị trường thế giới.

Với sự vươn lên của Trung quốc, xu hướng này đang lan rộng sang nhiều lĩnh vực khác nhau như: du lịch, hàng không, phim và truyền hình, thể thao, giáo dục, năng lượng mới, các mô hình hiện đại hóa và đường sắt cao tốc.

Nhiều người chúng ta cảm thấy ghen tị với cuộc sống tại các quốc gia nhỏ , ít dân ( mà thực tế lại là trở ngại của họ). Các quốc gia nhỏ không đủ sức chống chọi với các cơn bão lớn, trong khi các quốc gia lớn có thể đối chọi với các cơn sóng lớn và có khả năng phục hồi lớn hơn.

Chile là 1 quốc gia tương đối phát triển. Tuy nhiên, trận động đất kinh hoàng năm 2010 đã làm GDP nước này suy giảm đáng kể, bóp nghẹt toàn bộ nền kinh tế của họ trong 2 năm. Ngược lại, ngay cả nếu Trung quốc phải đương đầu với 1 trận thiên tai quy mô lớn tương tự (như trận động đất ở Wenchuan) nền kinh tế của họ hầu như không bị ảnh hưởng.

Đối với đa số quốc gia, nâng cấp công nghiệp (industrial upgrading) đồng nghĩa với việc di tản toàn bộ ngành công nghiệp đó ra nước ngoài, nhưng với Trung quốc, họ có thể làm việc đó ngay trong nội bộ quốc gia mình, và điều này giúp kéo dài chu kỳ sản xuất công nghiệp của Trung quốc.

Văn hóa: xung đột văn hóa giữa Trung quốc và phương Tây trong hơn 30 năm qua hầu như không làm người Trung quốc mất đi sự tự tin văn hóa của họ.

Người Trung quốc hôm nay chấp nhận đạo Khổng, đạo Lão, thư pháp, trà đạo, hội họa, nhà cổ, di tích văn hóa, đông y …, những yếu tố phản ánh sự hồi phục của nền văn hóa cổ truyền Trung hoa.

Các nền văn hóa ẩm thực, y học, hưởng thụ xuất thân từ Trung quốc cũng rất khác biệt so với các nền văn hóa khác. Các quán ăn đường phố ở bất kỳ đâu trên đất Trung hoa đều có thể nấu tới 30 đến 40 món, trong khi tại đa số các nhà hàng ở Mỹ, chúng ta chỉ có hamburger và khoai tây chiên, với khoảng 3 đến 4 món ăn ngon. Các nhà hàng ở châu Âu có nhiều món hơn, nhưng hiếm khi có nhiều hơn 7 đến 8 món hảo vị.

Nhiều người chúng ta hay quan ngại rằng người Trung quốc không có xúc cảm tôn giáo (religious feelings). Trên thực tế, bất kỳ ai có chút ít hiểu biết về lịch sử đều biết xung đột tôn giáo trong lịch sử nhân loại đã gây ra biết bao cuộc chiến. Mâu thuẫn giữa các giáo phái của Thiên chúa giáo và giữa Thiên chúa giáo với Hồi giáo đã kéo dài hàng ngàn năm, dẫn tới thảm họa chết chóc cho biết bao người. Vì vậy, loài người chúng ta liệu chăng phải tin vào tôn giáo.

Kinh tế: nền kinh tế truyền thống Trung hoa, nói 1 cách nghiêm túc, không phải là nền kinh tế thị trường, mà là nền kinh tế “nhân văn” (humanistic economics).

Trong lịch sử hàng nghìn năm của Trung quốc, nếu 1 chính phủ không phát triển được kinh tế và cải thiện cuộc sống của người dân, chính phủ đó sẽ không đủ sức chống chọi với hết thảm họa này tới thảm họa khác. Một chính phủ như vậy sẽ không được người dân ủng hộ, sẽ mất đi “mục đích tồn tại – destiny” của mình, và cuối cùng sẽ bị người dân lật đổ.

Đảng chính trị hiện nay ở Trung quốc là sự tiếp nối truyền thống thống trị thống nhất của đạo Khổng, thay vì mô hình của phương Tây theo đó các đáng phái, đại diện cho các nhóm lợi ích khác nhau, cạnh tranh nhau.

Rất nhiều người phương Tây chỉ chấp nhận tính chính đáng của 1 thể chế được tạo lập từ sự cạnh tranh đa đảng phái. Có lẽ đó là 1 khái niệm chính trị nông cạn.

Có lần tôi gặp 1 học giả người Mỹ là người đặt dấu hỏi về tính chính đáng của thể chế chính trị kiểu Trung quốc. Tôi hỏi ông ấy tại sao lại không chất vấn tính chính đáng của chính chính thể nước mình: lấy đất của người khác, sử dụng các biện pháp thực dân, di dân, diệt bỏ người Anh điêng bản địa và lập nên nước Mỹ ngày hôm nay. Tôi yêu cầu ông ấy giải thích với tôi thế nào là chính đáng và đâu là sự chính đáng của 1 quốc gia như vậy. Rốt cuộc, ông ấy chỉ có thể nói với tôi đó là do lịch sử.

Liệu chúng ta thể được quyền nghi ngờ nguồn gốc chính đáng của các thể chế phương Tây bằng cách sử dụng khái niệm “chọn người tài” của Trung quốc?

Họ (trung ương và địa phương) cạnh tranh và bổ trợ cho nhau, và vì vậy thể chế của họ tốt hơn của Ấn độ vì nó năng động (dynamic) hơn.

Họ tìm hiểu phương Tây và thiết lập nên 1 thể chế chính phủ hiện đại hùng mạnh. Đồng thời, họ tận dụng những nguồn lực văn hóa và chính trị riêng có của mình. Sự kết hợp hai yếu tố này giúp họ dễ dành khắc phục tính mị dân, ngắn hạn và cứng nhắc đang kìm giữ nền dân chủ phương Tây hiện nay.

Các vấn đề khác: Trên bình diện chính trị, đa phần người phương Tây tin rằng Trung quốc sẽ chấp nhận mô hình kiểu phương Tây khi tầng lớp trung lưu nước này lớn hơn. Tuy nhiên, trên thực tế, tầng lớp trung lưu hiện nay của Trung quốc có vẻ đánh giá cao sự ổn định chính trị của nước này hơn bất cứ tầng lớp nào khác. Họ hiểu rằng “dân chủ hóa” kiểu phương Tây cũng đã mang lại sự bất ổn cho nhiều quốc gia trên thế giới. Họ rất hiểu sự giàu có mà họ chật vật có được ngày hôm nay chính là thành quả của hơn 30 năm ổn định chính trị.

Nói 1 cách thẳng thắn, nói về Trung quốc ngày hôm nay, chúng ta không thể chỉ dùng những khái niệm đơn giản đối lập kiểu: tiên tiến vs. lạc hậu, dân chỉ vs. độc đoán, nhân quyền vs. thiếu nhân quyền.”
