Nguyên nhân nào đã dẫn đến việc Trung Quốc vốn “vừa là đồng chí vừa là anh em” đã đột ngột tấn công Việt Nam như vậy? Và bài học kinh nghiệm của Việt Nam từ cuộc chiến này?

Cách đây 40 năm, Trung Quốc đã xua quân tấn công 6 tỉnh biên giới phía Bắc của Việt Nam. “Tiếng súng đã vang trên bầu trời biên giới, gọi toàn dân ta vào trận chiến đấu mới. Quân xâm lược bành trướng Bắc kinh, đã dày xéo mảnh đất tiền phương. Lửa đã cháy và máu đã đổ, trên khắp nẻo quê hương.

Cuộc chiến tranh biên giới năm 1979 này tuy chỉ kéo dài 16 ngày, nhưng sự căng thẳng giữa Việt Nam với Trung Quốc sau cuộc chiến còn kéo dài cho đến đầu thập kỷ 90 của thế kỷ 20 và hệ lụy của cuộc chiến còn dai dẳng cho đến tận bây giờ.

Vậy nguyên nhân nào đã dẫn đến việc Trung Quốc vốn “vừa là đồng chí vừa là anh em” đã trở mặt tấn công Việt Nam như vậy? Mặc dù cả hai bên đều tuyên bố mình đã chiến thắng, nhưng dưới con mắt của các nhà  nghiên cứu sẽ đánh giá thắng lợi của các bên như thế nào? Và bài học kinh nghiệm của Việt Nam từ cuộc chiến này sẽ ra sao?

Nguyên nhân cuộc chiến

Nguyên nhân dẫn đến việc Trung Quốc khởi phát cuộc tấn công 6 tỉnh biên giới này thì có nhiều ý kiến khác nhau, tuy nhiên có những điểm chung, đó là bởi những va chạm về lợi ích và tính toán chiến lược của Trung Quốc trong bối cảnh khu vực và quốc tế lúc bấy giờ.

Chen trong một công trình nghiên cứu của mình cho rằng Trung Quốc khởi phát cuộc chiến bởi các nguyên nhân sau: Sự thăng trầm trong quan hệ giữa Việt Nam và Trung Quốc trong suốt một thời gian dài; Tranh chấp biên giới, lãnh thổ giữa hai quốc gia; Sự gia tăng ảnh hưởng của Liên Xô tại châu Á; Vấn đề Campuchia dưới thời Khmer đỏ; Làn sóng di tản của Hoa kiều tại Việt Nam.

Thăng trầm trong quan hệ Việt – Trung

Mối quan hệ giữa Việt Nam Dân chủ Cộng hòa và Cộng hòa nhân dân Trung Hoa đã rất tốt đẹp từ khi hai quốc gia này được thành lập. Trước đó, giữa hai Đảng cộng sản cũng đã có mối quan hệ khăng khít. Tuy nhiên, càng về sau, đặc biệt từ 1970 trở đi, quan hệ giữa hai nước không còn tích cực như trước.

Điều này được Sophie Quinn Judge lý giải là Việt Nam ngày càng độc lập khỏi khuynh hướng Maoist từ Trung Quốc, trong đó Việt Nam đã từ chối tiến hành cuộc Cách mạng Văn hóa theo đường lối của Mao Trạch Đông. Việt Nam cũng độc lập trong các quyết định của mình, việc tấn công Việt Nam Cộng hòa để thống nhất đất nước năm 1975 rõ ràng đã khiến Trung Quốc không hài lòng.

Campuchia dưới thời Khmer đỏ

Trung Quốc luôn muốn mở rộng ảnh hưởng của mình tại khu vực châu Á, trong đó Đông Nam Á là khu vực Trung Quốc muốn mình chi phối, Campuchia là trường hợp điển hình. Năm 1963, sau cái chết của Tổng thống Việt Nam Cộng hòa Ngô Đình Diệm, Shihanouk đã lo sợ nên đã yêu cầu tất cả các phái đoàn quân sự và hỗ trợ kinh tế của Hoa Kỳ rút khỏi Campuchia. Ngay lập tức, sự hiện diện của Trung Quốc đã thế chỗ của Hoa Kỳ tại Campuchia.

Tháng 3 năm 1970, Lon Non với sự hậu thuẫn của Hoa Kỳ, đã tiến hành cuộc đảo chính, lật đổ Shihanouk. Shihanouk cùng liên minh của mình chống lại Lon Non cùng Hoa Kỳ. Trung Quốc đã ủng hộ Shihanouk. Shihanouk đã ở lại Bắc Kinh từ 1970 cho đến 1975. Sau đó, Trung Quốc đã hỗ trợ và cung cấp vũ khí cho Khmer Đỏ để tấn công và lật đổ chính quyền Lon Non.

Trung Quốc với các lợi ích địa chiến lược của mình, đã ngăn ngừa ảnh hưởng của Việt Nam tại Đông Dương, tăng cường ảnh hưởng của mình tại khu vực này bằng cách đẩy mạnh hỗ trợ cho Khmer Đỏ – vốn nhiệt thành xây dựng mô hình Maoist tại Campuchia.

Sau đó Khmer Đỏ đã cho quân tấn công một số khu vực tại biên giới Việt Nam – Campuchia năm 1978, tàn sát nhiều người dân thường Việt Nam tại các vùng biên giới. Việt Nam đã phải tự vệ và sau đó đã tấn công vào trung tâm chính quyền của Khmer Đỏ tại Phnompenh. Và một lý do quan trọng để Bắc Kinh tấn công Việt Nam là muốn giải cứu cho lực lượng Khmer đỏ, buộc Việt Nam phải rút lực lượng quân sự từ Campuchia đối phó với quân đội của Bắc Kinh.

Các tranh chấp biên giới, lãnh thổ Việt – Trung

Một nguyên nhân dẫn tới cuộc chiến là các tranh chấp dai dẳng giữa hai nước về biên giới và lãnh thổ. Vào thời điểm đó, khi quan hệ hai nước xấu đi, các tranh chấp biên giới, lãnh thổ giữa hai bên lại trở nên trầm trọng. Tranh chấp lúc đó bao gồm tranh chấp biên giới trên đất liền, tranh chấp phân định biển tại Vịnh Bắc Bộ và tranh chấp trên biển Đông.

Sau này, các học giả Trung Quốc, trong đó có PGS Hoàng Tranh biện minh lý do dẫn đến việc Trung Quốc tấn công 6 tỉnh biên giới trên bộ của Việt Nam là do “VN chuẩn bị tấn công chiếm quần đảo Tây Sa (Hoàng Sa), Nam Sa (Trường Sa) của Trung Quốc nên Trung Quốc phải tự vệ trước”. Đây là một sự biện minh ngớ ngẩn cho một hành vi côn đồ, vi phạm luật quốc tế.

Thứ nhất, Việt Nam là quốc gia hành xử chủ quyền hòa bình, liên tục và lâu đời trên hai quần đảo Hoàng Sa, Trường Sa. Chính vì vậy, chính phủ Việt Nam khẳng định chủ quyền trên hai quần đảo này. Chính vì vậy, không có chuyện Việt Nam chuẩn bị tấn công chiếm đảo của Trung Quốc. Thứ hai, theo quy định tại điều 51 của Hiến chương LHQ, một quốc gia có thể tự vệ khi bị xâm lược, nhưng đằng này, Trung Quốc đã chủ động tấn công xâm lược Việt Nam trước, như vậy, không có chuyện đó là cuộc chiến tranh tự vệ được.

Sự gia tăng ảnh hưởng của Liên Xô tại châu Á

Từ năm 1970 trở đi, Liên Xô tìm cách tăng cường sự hiện diện và ảnh hưởng tại châu Á để đối trọng lại với các đối thủ Hoa Kỳ và Trung Quốc. Mặc dù cùng thuộc “phe XHCN” nhưng quan hệ giữa Trung Quốc với Liên Xô đã rơi vào cảnh “cơm không lành, canh không ngọt”. Đỉnh điểm của quan hệ căng thẳng này là Trung Quốc đã chủ động tấn công Liên Xô để giành quyền kiểm soát đảo Zhen Bao năm 1969.

Sau này, nhà nghiên cứu Dương Danh Dy đã nhận xét là Trung Quốc luôn “tiên thủ hạ vi cường”, “thà ta phụ người còn hơn để người phụ ta”. Liên Xô đã ký kết một loạt các hiệp định song phương về an ninh với các nước châu Á. Liên Xô ký hiệp ước với Ấn Độ năm 1971, với I Rắc năm 1972, với Afganistan năm 1978, với Việt Nam năm 1978, với Nam Yemen năm 1979 và với Syria năm 1980.

Cùng với việc tăng cường sự hiện diện và ảnh hưởng của Liên Xô, sự không hài lòng của Trung Quốc càng trở nên sự căng thẳng trong quan hệ Việt – Trung. Ngày 3/11/1978, Việt Nam và Liên Xô đã ký kết Hiệp ước Hữu nghị và Hợp tác Việt – Xô. Điều này dường như càng “chọc giận” Trung Quốc.

Điều 6 của Hiệp ước Việt – Xô ghi nhận: “Hai bên tham gia ký kết Hiệp ước phải có trách nhiệm trao đổi quan điểm về tất cả các vấn đề quốc tế liên quan đến lợi ích của hai nước. Trong trường hợp một quốc gia khác tấn công hoặc đe dọa tấn công, hai bên ký kết hiệp ước phải ngay lập tức trao đổi ý kiến với nhau, nhằm loại trừ mối đe doạ đó và áp dụng các biện pháp thích đáng có hiệu lực, để bảo đảm hoà bình và an ninh của hai nước.”

Lãnh tụ Trung Quốc Đặng Tiểu Bình, trong lúc đi thăm Thái Lan đã gọi Hiệp định này là “đe dọa an ninh và hòa bình của châu Á, Thái Bình Dương và toàn thế giới”. Thêm nữa, Liên Xô lại đang đóng quân tại cảng Cam Ranh, vốn là một hải cảng có vị trí chiến lược tốt nhất khu vực cho các tàu ngầm. Điều này đã làm dấy lên nỗi bực dọc của Trung Quốc.

Vấn đề Hoa kiều di tản khỏi Việt Nam

Sau năm 1975, với chính sách Cải tạo công thương nghiệp và đánh tư sản, các Hoa kiều tại miền Nam đã cảm thấy sự bất ổn, dẫn tới làn sóng Hoa kiều di tản khỏi Việt Nam đến các quốc gia khác làm ăn, sinh sống. Sự căng thẳng giữa hai quốc gia lại thúc đẩy cho việc các Hoa kiều rời bỏ Việt Nam, trong đó có cả các Hoa kiều sống dọc biên giới trên đất liền đã phải trở về cố hương.

Tất cả các nguyên nhân trên đã dẫn tới việc Trung Quốc khởi phát cuộc chiến tranh biên giới chống Việt Nam năm 1979.

Đánh giá về thắng lợi của hai bên

Sau cuộc chiến kéo dài 16 ngày, Trung Quốc đột ngột rút quân khỏi Việt Nam. Phía Trung Quốc tuyên bố đã thành công trong việc “dạy cho Việt Nam một bài học”, nhưng thực chất thì thực lực quân sự và chi phí cho cuộc chiến đã khiến Trung Quốc phải kết thúc cuộc chiến.

Trong nghiên cứu của King C. Chen, tác giả cho biết phía Việt Nam tuyên bố là đã tiêu diệt và làm bị thương 42.000 quân Trung Quốc. Phía Trung Quốc thì cho rằng đã tiêu diệt và làm bị thương 50.000 quân Việt Nam. Còn một số nguồn thông tin khác thì cho biết quân số bị chết và bị thương của hai bên xấp xỉ nhau. Nguồn của King C. Chen cũng cho biết có khoảng 30.000 lính Trung Quốc bị thương phải nhập các bệnh viện ở Quảng Tây.

Một số mục tiêu của Trung Quốc đã không đạt được thành công. Trung Quốc đã không tiêu diệt được các cánh quân chủ lực nào của Việt Nam. Trung Quốc cũng không thể chiếm giữ các vùng đất của Việt Nam được. Cuộc chiến biên giới cũng không khiến Việt Nam rút quân khỏi Campuchia như Trung Quốc mong đợi. Trung Quốc cũng không thể dùng cuộc chiến này mà buộc Việt Nam thay đổi các chính sách đối ngoại được.

Tuy nhiên, mục tiêu lớn nhất mà Trung Quốc đạt được qua cuộc chiến này chính là việc lãnh đạo Trung Quốc đã nhận thấy được sự lạc hậu và yếu kém của quân đội Trung Quốc, cả về vũ khí, khí tài và chiến lược quân sự cũng như hoạt động tác chiến trên chiến trường thực địa. Từ đó, lãnh đạo Trung Quốc đã quyết tâm hiện đại hóa quân đội Trung Quốc.

Bài học kinh nghiệm cho Việt Nam

Đối với Việt Nam, hai bài học sâu sắc mà Việt Nam thấm thía, đó là: Không thể bảo vệ Tổ quốc khi trông chờ vào một cường quốc thông qua một hiệp ước. Hiệp định Hợp tác và Hữu nghị Việt – Xô ký chưa ráo mực, nhưng khi Trung Quốc tấn công Việt Nam, vẫn không thấy Liên Xô có động thái quyết liệt nào theo tinh thần của Hiệp định.

Thứ hai là cuộc chiến tranh Biên giới 1979 đã khiến cho Việt Nam thêm kiệt quệ về kinh tế. Mặc dù, Việt Nam vẫn đạt được những thắng lợi nhất định. Tuy nhiên, cái giá phải trả về kinh tế cũng rất lớn. Trận chiến tuy kéo dài 16 ngày, nhưng hệ lụy của nó rất lớn, mãi tới tận sau này.

Cho tới nay, cuộc chiến đã trôi qua 40 năm, rất nhiều người trẻ dường như không nhớ gì về cuộc chiến này.  Mặc dù vậy, phải nói rằng, cuộc chiến này đã có một phần tác động đến Việt Nam, đặc biệt trong đường lối đối ngoại đa phương, đa dạng hóa, sẵn sàng làm bạn với tất cả các quốc gia trên thế giới như hiện nay.

Việt Nam đã và đang áp dụng chính sách quốc phòng “Ba không”, theo đó, Việt Nam không tham gia  một liên minh quân sự nào, cũng không cho quốc gia nào đặt căn cứ quân sự tại Việt Nam, và Việt Nam đã quá hiểu cái giá phải trả cho việc chạy theo các cường quốc, nên quyết định không tham gia trò chơi nước lớn, không chạy theo bên này để chống bên kia.

Có lẽ, nhiều người cũng đã hiểu tại sao Việt Nam kiên quyết từ chối tham gia các liên minh quân sự. Bởi chúng ta đã thấm thía việc bảo vệ Tổ quốc phải do chính chúng ta, mà muốn vậy, chúng ta phải xây dựng đất nước hùng cường. Muốn xây dựng đất nước hùng mạnh, chúng ta phải gìn giữ được nền hòa bình của chúng ta.
