Xu Chunlin từng đứng trên cây cầu vượt tại Thâm Quyến cùng 80 công nhân khác, bứt rứt không biết nên nhảy xuống hay chờ chết vì bệnh bụi phổi.

Quá trình đưa nhóm công nhân tỉnh Hồ Nam tới cây cầu tại Thâm Quyến, tỉnh Quảng Đông, Trung Quốc bắt đầu từ những năm 1990, khi họ đều trẻ trung, khỏe mạnh và tràn đầy lòng tin. Trước đó vào năm 1980, chính phủ quyết định chọn Thâm Quyến làm nơi thử nghiệm thị trường tự do đầu tiên của đất nước. Khi đó, dân số thành phố phía nam này chỉ vỏn vẹn 30.000 người. 

Tuy nhiên, sau vài thập kỷ, các vùng đất nông nghiệp đã “lột xác” thành những nhà máy công nghệ cao và tràn ngập tòa nhà chọc trời. Sản lượng kinh tế của Thâm Quyến tăng vọt từ 4 triệu USD năm 1980 lên 340 tỷ USD vào năm 2018. Thành phố giờ đây được mệnh danh là “thung lũng Silicon của Trung Quốc”, thường xuyên được giới chức ca ngợi là “cửa sổ với thế giới”.

Năm 1989, việc di cư tới Thâm Quyến đối với Xu Chunlin chỉ là một con đường giúp ông thoát khỏi huyện Lỗi Dương đói nghèo thuộc tỉnh Hồ Nam. Ở tuổi 21, Xu mạo hiểm cùng 4 người anh em vượt hơn 800 km để tới làm thợ khoan tại một công trường ở Thâm Quyến. Tết Nguyên đán năm sau, Xu trở về với 5.000 nhân dân tệ (khoảng 710 USD) và dùng toàn bộ tiền để mua gạo, giúp gia đình vượt qua cơn đói.

Trong 4 năm sau đó, Xu làm cầu nối giúp giới thiệu dân cùng làng cho các nhà thầu. “Mọi người trong làng đều tìm đến tôi bởi tôi có thể mang lại việc làm. Mọi ông chủ ở Thâm Quyến cũng đều muốn làm quen với tôi vì tôi có nguồn lao động”, Xu kể lại khi ngồi trong căn nhà ba tầng với những cánh cửa bằng đồng tinh xảo ở Lỗi Dương. 

Nhiều người Hồ Nam đã bám trụ ở Thâm Quyến suốt nhiều năm, thậm chí hàng thập kỷ, cần mẫn khoan đá để xây dựng các tuyến tàu điện ngầm và đặt nền móng cho toàn bộ thành phố. Họ dùng máy khoan cầm tay và thuốc nổ để đào móng, đôi khi sâu tới hơn 45 m. Công nhân Zhong Pinxie cho biết các ông chủ chỉ đưa họ khẩu trang mỏng để che miệng và mũi, không có kính bảo hộ hoặc nút tai, dù mỗi ca làm việc dài tới 4 giờ. 

“Khi mũi khoan chạm xuống đất, cảm giác như một khẩu pháo đang nổ vào mặt bạn”, Zhong mô tả. Lúc đó, ông không biết rằng các hạt bụi silic độc hại xuất hiện khi khoan tới lớp đá granite cứng dưới lòng đất đang dần xâm nhập vào phổi của mình. Chiếc khẩu trang rẻ tiền không đủ giúp họ thoát khỏi bệnh bụi phổi silic, căn bệnh vô phương cứu chữa do hít phải bụi silic trong thời gian dài.

Triệu chứng của bệnh không xuất hiện ngay lập tức, nhưng sau nhiều tháng, đôi khi vài năm, bệnh sẽ phát tác và hủy hoại cơ thể, khiến việc đi lại, nói chuyện cũng khó khăn. Các bệnh nhân bị khó thở khi nằm, nên thường ngủ ngồi cạnh máy oxy. Bước vào các giai đoạn sau, họ sẽ thở khò khè, sụt cân nặng, thường xuyên cảm và sốt. Cái chết chỉ là chuyện sớm muộn.

Theo nhóm công nhân Hồ Nam, hơn 100 người dân tỉnh này từng làm việc ở Thâm Quyến đã qua đời trong thập kỷ qua vì bệnh bụi phổi silic và khoảng 600 người khác cũng đang phải chịu đau đớn. Một tài liệu địa phương cũng cho thấy theo kết quả kiểm tra sức khỏe năm 2017, 290 người dân Hồ Nam, chủ yếu ở huyện Tang Thực, bị bệnh bụi phổi silic. 

Nhiều bệnh nhân viêm phổi ở huyện Tang Thực đã tìm đến phòng khám nhỏ do bác sĩ Li Li điều hành, nơi không có đủ thuốc và thiết bị phù hợp. Tuy nhiên, với những người bệnh cần chăm sóc thường xuyên, lựa chọn này vẫn tốt hơn việc lái xe hai giờ tới bệnh viện thành phố. “Chúng tôi có quá nhiều bệnh nhân như vậy. Tôi đã khuyên họ đừng đến vì không thể xoay xở được trước những rủi ro”, Li cho hay.

Cheng Xiangyong, 49 tuổi, nằm trong số những công nhân ốm yếu đang điều trị tại đây. Ông làm thợ khoan theo thời vụ tại Thâm Quyến cho tới năm 2017, khi các triệu chứng bệnh bắt đầu kéo đến sau 13 năm lao động miệt mài. Cheng sợ không đủ tiền mua quan tài cho chính mình, đồng thời đau đáu về vợ và người mẹ 82 tuổi sau khi ông ra đi.

“Mọi người đều lao động cật lực rồi xây nhà thật to, nhưng rồi chẳng ai sống trong đó”, cựu công nhân Gu Zhongping cho hay, chỉ tay vào những ngôi nhà cao tầng ở huyện Tang Thực thuộc về các thợ khoan đã qua đời hoặc không còn trụ được lâu. Người ra đi gần đây nhất hồi tháng 4 là Wang Zhaogang, được chôn cất bởi 10 công nhân khác, những người cũng đang đếm ngược chuỗi ngày ít ỏi còn lại của mình.

Tuy nhiên, Xu cho biết các doanh nghiệp và chính quyền chưa từng công bố nguyên nhân cũng như hậu quả của căn bệnh mà vô số công nhân mắc phải. Tới năm 2009, khi truyền thông bắt đầu tiết lộ về tình cảnh của các thợ khoan, bệnh bụi phổi silic mới trở thành vấn đề khó có thể phớt lờ. Các nhóm công nhân từ Lỗi Dương kéo tới Thâm Quyến để đòi chính quyền thành phố bồi thường.

Giới chức sau đó đồng ý trả mỗi người 15.000 USD, với điều kiện họ chứng minh được công việc. Tuy nhiên, đa số thợ khoan không thể đáp ứng yêu cầu này, do họ nhận lương trực tiếp bằng tiền mặt và các khoản thanh toán không lưu lại trong giấy tờ.

Dù luật pháp từ năm 2008 quy định tất cả chủ lao động phải cung cấp hợp đồng bằng văn bản, chỉ 35% lao động nhập cư ký chúng, theo số liệu năm 2016 của Cục Thống kê Quốc gia Trung Quốc. Khảo sát năm 2014 của Love Save Pneumoconiosis, một tổ chức phi lợi nhuận ở Bắc Kinh, cho thấy chỉ 7% công nhân mắc bệnh bụi phổi từng ký hợp đồng.

Cuối năm ngoái, khi hy vọng được bồi thường dần tắt, nỗi phẫn uất bắt đầu sôi sục khắp vùng nông thôn ở Hồ Nam. Xu đã chứng kiến hơn 70 người trong làng của ông qua đời, trong đó có 6 người mắc bệnh phổi quyết định tự tử. 4 anh em của Xu cũng ra đi, người trẻ nhất ở tuổi 26. Bản thân Xu, người giờ đây dư dả về vật chất, cũng bị chẩn đoán mắc bệnh bụi phổi giai đoạn cuối. Tình cảnh tương tự diễn ra tại các huyện khác ở Hồ Nam như Tang Thực và Mịch La.

Những cộng đồng nghèo khổ từng sống sót nhờ thu nhập của các thợ khoan làm việc tại Thâm Quyến giờ đây một lần nữa chìm trong nợ nần và nỗi đau, trong khi những công nhân còn sống dành số tiền tiết kiệm ít ỏi và chút năng lượng cuối cùng để kêu gọi bồi thường.

Kể từ đầu năm 2018, Xu Chunlin cùng các thợ khoan ốm yếu đã hơn 10 lần đến Thâm Quyến để yêu cầu hỗ trợ. Ngày 5/11/2018, trong cơn phẫn nộ, đông đảo công nhân đã xông vào khu phức hợp của chính quyền và đề nghị gặp thị trưởng Thâm Quyến.

Tới tối ngày 7/11/2018, cảnh sát buộc phải can thiệp và sử dụng hơi cay để giải tán đám đông, vô tình khiến bệnh phổi của họ trầm trọng hơn. Theo lời kể của một số nhân chứng, sau khi bị đuổi khỏi tòa nhà, các công nhân đã tập hợp lại, đi về phía cây cầu vượt cao gần 10 m và đe dọa tự sát tập thể bằng cách nhảy xuống đường cao tốc 8 làn phía dưới. 

Hành động này đã có hiệu quả, khi giới chức thành phố kêu gọi nhóm người bình tĩnh và tham gia thảo luận. Xu cũng kêu gọi các công nhân lùi lại và “đấu tranh vào một ngày khác”. Vài tuần sau, chính quyền Thâm Quyến đồng ý bồi thường cho những người bị bệnh bụi phổi từ 17.000-35.000 USD và trả phí điều trị y tế. Tuy nhiên, nhiều người vẫn chưa hài lòng và tiếp tục tìm cách đòi thêm tiền.

Cuộc đời của những thợ khoan Hồ Nam dường như tái hiện hai mặt đối lập của Trung Quốc hiện nay. Một bên là hệ thống giao thông hiện đại và những tòa nhà cao cấp dành cho tầng lớp trung lưu ngày càng giàu có. Tuy nhiên, phía bên kia là đông đảo người dân ở vùng nông thôn vẫn vạ vật trong điều kiện sống tồi tàn và loay hoay đòi công lý cho bản thân.

Nguyện vọng của ông không phải đòi tiền, mà là tuyên bố công khai của chính quyền về căn bệnh quái ác.

Giữa căn nhà rộng trống vắng, Xu cho biết nếu ông không biết tới nghề thợ khoan ở Thâm Quyến, có lẽ nơi này đã tràn ngập những người anh em và con cháu của ông.
