TTO – Theo điều tra của Tuổi Trẻ, năm nay Sở GTVT TP.HCM điều chỉnh doanh thu xe buýt trước sau bất nhất làm cơ sở xin thêm tiền trợ giá. Quá trình phân bổ cho từng tuyến, mỗi HTX có dấu hiệu chưa bình đẳng, thậm chí ưu ái khiến các HTX so bì.

Theo quyết định của UBND TP, công thức trợ giá một chuyến xe bằng: tổng chi phí trừ doanh thu đặt hàng. Từ đó, nếu doanh thu đặt hàng tăng thì tiền trợ giá sẽ giảm và ngược lại.

Trong khi đó, yếu tố doanh thu đặt hàng quyết định lớn tỉ lệ trợ giá lại chưa có tiêu chí rõ ràng nên đơn vị quản lý xe buýt “thoải mái” áp cho các HTX.

Kéo tụt doanh thu, giảm triệu chuyến

Theo tìm hiểu của Tuổi Trẻ, ngay từ đầu năm, Sở GTVT TP cho rằng số tiền ngân sách giao trợ giá xe buýt năm nay sẽ không đủ nên đã đề xuất xin thêm 330 tỉ đồng.

Dù đề xuất chưa được thông qua nhưng ngày 15-8-2018, ông Trần Quang Lâm – phó giám đốc Sở GTVT TP – đã ký quyết định 4640 phê duyệt dự toán kinh phí đặt hàng và qua đó cắt giảm khối lượng vận chuyển 105 tuyến xe buýt có trợ giá trong năm nay.

Theo đó, quyết định trên có chủ trương dùng hơn 963 tỉ đồng ngân sách giao cả năm chỉ phân bổ cho khoảng 4,9 triệu chuyến, còn lại sẽ giảm hơn 1 triệu chuyến vào ba tháng cuối năm. Kế hoạch tăng chuyến sẽ được điều chỉnh sau khi TP đồng ý cấp thêm tiền.

Trong khi cũng với khoản tiền ngân sách giao, Sở Tài chính thẩm định có thể trợ giá cho khoảng 6 triệu chuyến.

Đánh giá về quyết định trên, một chuyên gia giao thông cho rằng ba tháng cuối năm vào mùa cao điểm người dân đi lại, Sở GTVT duyệt giảm chuyến chẳng khác nào đặt UBND TP vào thế đã rồi, tạo tiền đề cho tiền trợ giá.

Một triệu chuyến cắt giảm sẽ làm mạng lưới xe buýt cuối năm bị ảnh hưởng, thời gian giãn cách từng chuyến lâu hơn.

Qua đối chiếu số liệu cho thấy quyết định 4640 đã đồng loạt điều chỉnh giảm doanh thu/chuyến của 96 trên tổng số 105 tuyến (so với quyết định 2337 phê duyệt dự toán điều chỉnh kinh phí trợ giá xe buýt năm 2017).

Tổng mức giảm doanh thu khoảng 170 tỉ đồng, tương ứng với ngân sách phải gánh thêm vì phải chi tiền trợ giá.

Chi tiết hơn, trong các tuyến giảm doanh thu, có tới 56 tuyến đột ngột giảm khá nhiều từ 1-5 tỉ đồng/tuyến/năm như tuyến số 8 giảm 58.000 đồng/chuyến, tuyến 13 giảm tới 61.000 đồng/chuyến; tương tự tuyến số 18, 19, 81, 150… cũng giảm từ 60.000 đến 106.000 đồng/chuyến.

Việc Sở GTVT TP điều chỉnh giảm doanh thu/chuyến khá bất hợp lý bởi các báo cáo trước đó cho thấy lượng khách đi xe buýt có trợ giá qua hai năm 2016 – 2017 đang có tăng trưởng, từ khoảng 222 lên 233 triệu lượt/năm.

Lượng hành khách tăng tức doanh thu tăng và trợ giá trên mỗi chuyến xe phải giảm tương ứng. Tuy nhiên, chưa rõ vì sao trong quyết định 4640 sở trên duyệt chỉ có 9 tuyến tăng doanh thu đặt hàng/chuyến như các tuyến 1, 2, 15…

Khó hiểu hơn, trong văn bản kiến nghị UBND TP xin bổ sung 330 tỉ đồng, Sở GTVT viện lý do tuyến 51 năm qua trợ giá quá thấp khiến xe buýt liên tục bỏ chuyến. Nhưng lúc phân bổ trợ giá, sở này lại điều chỉnh doanh thu đặt hàng/chuyến tuyến số 51 tăng 16% so với năm trước.

HTX so bì cao thấp!

Khi kế hoạch xin thêm tiền chưa được chấp thuận, chỉ hơn một tháng sau, Sở GTVT ký quyết định 5464 điều chỉnh dự toán đặt hàng xe buýt lần 2 vào ngày 24-9.

Quyết định lần này, cũng trên cơ sở ngân sách giao, Sở GTVT phân bổ cho 5,9 triệu chuyến xe buýt, tăng hơn 1 triệu chuyến so với quyết định lần trước.

Qua đối chiếu số liệu mà Tuổi Trẻ có được, quyết định 5464 lại điều chỉnh tăng đồng loạt doanh thu đặt hàng/chuyến của khoảng 100 tuyến xe buýt (trái ngược với quyết định 4640 ngày 15-8), dẫn đến nhiều tuyến đột ngột giảm trợ giá so với quyết định ký trước đó.

Cụ thể, các tuyến số 8, 13, 104, 151… doanh thu đặt hàng được điều chỉnh tăng lên từ 37.000 đến 65.000 đồng/chuyến.

Xác nhận với Tuổi Trẻ, các HTX cho biết quyết định lần 2 điều chỉnh tăng đột biến doanh thu đặt hàng đã làm nhiều tuyến xe buýt giảm hàng tỉ đồng trợ giá so với lần đầu.

Trong khi hầu hết tuyến buýt được điều chỉnh tăng doanh thu làm trợ giá giảm lại “trồi” lên 3 tuyến tăng trợ giá hơn cả lần thương thảo đầu khiến nhiều HTX cho rằng có việc phân chia chưa công bằng, không phù hợp. Đó là các tuyến 127, 128 (HTX Thanh Sơn) và 54 (Công ty TNHH Vận tải TP).

Cụ thể tuyến 127 tăng 3.200 đồng/chuyến, tuyến 128 tăng hơn 2.800 đồng/chuyến. Trong khi đó tuyến 54 khá đông khách thay vì trợ giá giảm lại được điều chỉnh tăng hơn 9.000 đồng/chuyến.

Khó hiểu hơn ở tuyến xe buýt số 20 (Bến Thành – Nhà Bè) của HTX 26, mức trợ giá một chuyến loại xe B80 (xe lớn) lại thấp hơn xe B40 (xe nhỏ).

Hiện có tới 8/13 đơn vị chưa chịu ký hợp đồng thương thảo đặt hàng. Theo đại diện một số HTX, việc thương thảo lần 1 vào cuối tháng 8-2018 và lần 2 vào ngày 27-9 có tuyến giảm trợ giá quá lớn, có tuyến giảm nhẹ nhưng có tuyến tăng là chưa bình đẳng.

Mặt khác, trong đơn kiến nghị gửi UBND TP, các HTX chưa ký hợp đồng cho rằng qua các lần trao đổi, lập luận của Trung tâm Quản lý giao thông công cộng TP là áp doanh thu cho tuyến 127, 128 thấp hơn toàn hệ thống nhằm bù đắp chi phí hoạt động cho đơn vị quản lý hai tuyến này là không phù hợp, lý do không thuyết phục.

Còn với tuyến 54, trung tâm chỉ áp doanh thu tăng ở mức 10% (thay vì 20% như đơn vị khác) vì đầu tư xe giai đoạn 2012 (giai đoạn này chưa được TP hỗ trợ lãi vay). Do đó, các HTX đề nghị trung tâm phải áp dụng nguyên tắc này cho tất cả đơn vị cùng đầu tư xe ở giai đoạn 2012 – 2013 thay vì chỉ dành “ưu ái” cho tuyến 54.

Chính việc phân bổ trợ giá lúc cao, lúc thấp dẫn đến những tranh luận trong các cuộc họp tháo gỡ vướng mắc về tình hình trợ giá năm nay.

“Đối với đơn vị chịu ký vào thương thảo đặt hàng lần 2 chỉ có thiên vị, có nặng có nhẹ… chứ với cái giá đó nhiều HTX không thể ký được.

Cũng có thể đơn vị đó nợ quá nhiều rồi, xã viên sắp phá sản rồi mới nhắm mắt ký đại… lấy tiền về trả nợ. Hoặc có đơn vị ký… rồi chờ TP duyệt thêm tiền để năm sau có thể sống được” – đại diện HTX 19-5 nói thẳng thắn trong cuộc họp do Sở GTVT tổ chức mới đây.

Còn một xã viên xe buýt thuộc HTX 28 cho rằng đối chiếu doanh thu, trợ giá của từng đơn vị qua hai lần thương thảo mới thấy mức tăng, mức giảm không đồng đều nhau. Có đơn vị âm hàng tỉ đồng nhưng có đơn vị lại tăng cả tỉ đồng.

“Chúng tôi chỉ muốn được trợ giá công bằng, bình đẳng như nhau để khuyến khích các xã viên tăng lượng khách, nâng chất lượng phục vụ” – xã viên này chia sẻ.

Theo số liệu báo cáo 9 tháng đầu năm 2018 của Trung tâm Quản lý giao thông công cộng TP, khách đi xe buýt phổ thông có trợ giá ước đạt 144,8 triệu lượt, giảm 10% so với cùng kỳ năm trước.

Tuy nhiên về khối lượng vận tải hành khách công cộng bằng xe buýt trong báo cáo lại tăng 0,1% so với năm trước.

Sở dĩ có con số này do đơn vị trên đưa cả số liệu người đi buýt đường sông và số lượng rất lớn người đi phà vào báo cáo.

Theo đó, số lượng người đi phà trong 9 tháng tới 26,7 triệu lượt (tăng tới 126,3% so với cùng kỳ 2017).

Hơn nữa, trong quyết định 568 của Thủ tướng về phê duyệt điều chỉnh quy hoạch phát triển giao thông vận tải TP đến năm 2020 và tầm nhìn sau năm 2020 không hề nhắc phương tiện phà nằm trong vận tải hành khách công cộng.

Chia sẻ với Tuổi Trẻ, đại diện nhiều HTX xe buýt cho biết họ rất phấn khởi khi thương thảo hợp đồng đặt hàng theo quyết định 4640 ngày 15-8. Bởi quyết định này tạo điều kiện để các tuyến xe buýt được hưởng mức trợ giá khá tốt và đảm bảo “sống” được (do điều chỉnh giảm doanh thu nên tăng trợ giá – PV).

Tuy nhiên, việc điều chỉnh giảm doanh thu đặt hàng cắt giảm khối lượng vận chuyển xin thêm ngân sách cho tới nay vẫn chưa được thông qua vì Sở Tài chính – đơn vị thẩm định dự toán trợ giá – đã nhiều lần cho rằng chưa rõ bằng phương pháp và cơ sở nào mà Sở GTVT lại giảm doanh thu đặt hàng khiến trợ giá tăng hơn trăm tỉ đồng.
