‘Kỳ trăng mật’ Philippines – Trung Quốc có thể sắp đến hồi kết

Duterte nhiều lần bày tỏ sự ngưỡng mộ với ông Tập và Trung Quốc, nhưng sóng gió ở Biển Đông gần đây khiến ông bắt đầu thay đổi.

Khi Tổng thống Philippines Rodrigo Duterte đến thăm Trung Quốc để gặp Chủ tịch Tập Cận Bình vào cuối tháng 8, ông sẽ nêu những vấn đề liên quan đến các hoạt động của Bắc Kinh ở Biển Đông và phán quyết từ Tòa trọng tài quốc tế phủ nhận các tuyên bố chủ quyền phi lý của Trung Quốc trên Biển Đông.

Điều này làm dấy lên suy đoán rằng Manila đang sẵn sàng áp dụng đường lối cứng rắn hơn trong mối quan hệ với Bắc Kinh nói chung và vấn đề Biển Đông nói riêng. Đây là một bước thay đổi đáng chú ý bởi kể từ khi trở thành Tổng thống Philippines, Duterte đã cho thấy nỗ lực làm thân với Bắc Kinh và ông Tập trên phương diện cá nhân.

Bước thay đổi lập trường khiến một số nhà phân tích đặt câu hỏi liệu “sự ưu ái” mà Duterte công khai dành cho Trung Quốc trước đây đang bắt đầu phai nhạt hay có phải thời kỳ trăng mật giữa Manila và Bắc Kinh đang kết thúc? Họ cho rằng tình hình hiện nay khác biệt rõ so với chuyến thăm Trung Quốc đầu tiên của Duterte vào năm 2016 khi ông muốn tìm kiếm sự hỗ trợ phát triển kinh tế từ Bắc Kinh.

Trong chuyến thăm ba năm trước, Duterte đã dự và phát biểu tại một diễn đàn kinh tế ở Bắc Kinh. Sau khi lời tuyên bố “chia tay với Mỹ” của ông nhận được sự hoan nghênh nhiệt liệt, Duterte ngỏ lời: “Tôi đến đây và muốn nói rằng tôi không xin miễn phí nhưng liệu Trung Quốc có sẵn lòng giúp đỡ chúng tôi lúc chúng tôi cần, rồi chúng tôi sẽ ghi nhớ ơn của các bạn mãi mãi”.

Trung Quốc hân hoan trước thái độ của ông Duterte. Chủ tịch Tập gọi chuyến thăm là một cột mốc quan trọng, xem hai nước là “hàng xóm”, nhân dân hai bên là “dân tộc anh em kết nghĩa”.

Chuyến thăm đã giúp xóa bỏ tình trạng thù địch trong mối quan hệ giữa hai nước sau khi tổng thống Benigno Aquino, người tiền nhiệm của Duterte, kiện Trung Quốc lên Tòa án Trọng tài Thường trực Liên Hợp Quốc (PCA) để phản đối các tuyên bố chủ quyền lãnh thổ thái quá của Trung Quốc ở Biển Đông.

4 ngày sau khi Duterte rời Bắc Kinh về nước, Trung Quốc thông báo cung cấp một loạt biện pháp hỗ trợ tài chính cho Philippines, gồm các thỏa thuận đầu tư trực tiếp nước ngoài (FDI) và thương mại trị giá 15 tỷ USD, các khoản cho vay lãi suất thấp trị giá 9 tỷ USD và một hạn mức tín dụng trị giá ba tỷ USD.

Để nhận được các cam kết trị giá 27 tỷ USD kể trên, Duterte hiểu rằng ông sẽ phải bỏ qua phán quyết của PCA bác bỏ tuyên bố chủ quyền gần trọn Biển Đông dựa theo đường 9 đoạn phi lý của Trung Quốc.

Tháng 4 năm nay, khi Duterte đến Trung Quốc để dự Diễn đàn châu Á Bác Ngao, lòng ngưỡng mộ của ông dành cho Bắc Kinh vẫn không thay đổi. “Chỉ đơn giản là tôi yêu quý Tập Cận Bình. Ông ấy hiểu vấn đề của tôi và ông ấy sẵn lòng giúp đỡ”, Duterte nói với các phóng viên tại sự kiện.

Nhưng hai tháng sau, gió đã đổi chiều. Dù Duterte vẫn quả quyết “Tôi yêu mến Trung Quốc”, sau khi quân đội Philippines cảnh báo các tàu cá Trung Quốc đang bao vây  quanh đảo Thị Tứ, thuộc quần đảo Trường Sa của Việt Nam nhưng đang bị Philippines chiếm giữ, ông bắt đầu tỏ ra bất an.

“Trung Quốc đã giúp đỡ chúng ta ít nhiều. Nhưng chúng ta có lý khi chất vấn liệu có đúng đắn khi một nước tuyên bố chủ quyền với toàn bộ một đại dương”, Tổng thống Duterte nói, ám chỉ Trung Quốc tuyên bố chủ quyền gần trọn Biển Đông.

Quan hệ Trung Quốc – Philippines thậm chí còn trở nên căng thẳng hơn khi một tàu cá Trung Quốc bị cáo buộc đâm vào tàu cá nhỏ hơn của Phillippines và bỏ mặc 21 ngư dân Philippines giữa biển trước khi được một tàu cá Việt Nam giải cứu hồi đầu tháng 6. Các quan chức nội các của Duterte cũng chỉ trích Trung Quốc ngày càng gay gắt trong những tuyên bố của họ.

Hồi tháng 7, quân đội Philippines thông báo hai du khách Trung Quốc bị bắt quả tang chụp ảnh một đồn hải quân trên đảo Palawan của Philippines ở Biển Đông.

Bộ trưởng Quốc phòng Philippines Delfin Lorenzana cũng công khai hối thúc Ngoại trưởng Teodoro Locsin Jr gửi công hàm phản đối Bắc Kinh sau khi báo động về trường hợp một tàu nghiên cứu Trung Quốc vi phạm giao thức khi liên tiếp đi vào vùng biển của Philippines mà không thông báo trước, đồng thời tắt hệ thống tự động nhận dạng và phớt lờ hiệu lệnh từ các cơ quan thực thi pháp luật Phillippines.

Locsin sau đó xác nhận trên Twitter rằng ông sẽ gửi công hàm phản đối Trung Quốc về sự việc trên.

Tuần trước, Salvador Panelo, người phát ngôn của Tổng thống Duterte, vẫn nhấn mạnh “vì Philippines và Trung Quốc là bạn bè, chúng ta phải đối xử với nhau bằng sự nhã nhặn của tình bạn”.

Bộ trưởng Kế hoạch Kinh tế Philippines Ernesto Pernia bày tỏ thất vọng trước tình trạng Trung Quốc chậm giải ngân các khoản vay viện trợ phát triển chính thức (ODA). Trong số 9 tỷ USD các khoản vay ODA mà Trung Quốc cam kết dành cho Philippines, chỉ có khoản vay trị giá 62 triệu USD cho một dự án bơm nước tưới tiêu ở sông Chico được thực hiện và phát huy hiệu quả.

Theo Jan Carlo Punongbayan, nghiên cứu sinh tiến sĩ tại Trường Kinh tế Đại học Philippines, tính đến tháng 3/2019, Trung Quốc chỉ chiếm khoảng 1,8% tổng các khoản vay ODA dành cho Philippines.

Về cam kết dành 15 tỷ USD cho các thỏa thuận FDI và thương mại ở Philippines, Ngân hàng Trung ương Philippines cho hay chỉ có 693 triệu USD vốn FDI của Trung Quốc đại lục và Hong Kong được giải ngân trong giai đoạn 2017 – 2018.

Trung Quốc trở thành đối tác thương mại số một của Philippines trong năm 2017 nhưng mức tăng trưởng kim ngạch thương mại song phương chủ yếu có lợi cho Trung Quốc. Bộ Công thương Philippines ghi nhận kim ngạch xuất khẩu sang Trung Quốc tăng 6,4 tỷ USD vào năm 2016 lên 8,8 tỷ USD vào năm ngoái. Song kim ngập nhập khẩu từ Trung Quốc đã tăng lên 22 tỷ USD vào năm ngoái.

Hôm sau, Tổng thống Duterte cũng xác nhận.

Đại sứ Trung Quốc tại Manila Triệu Giám Hoa đã tìm cách làm dịu căng thẳng khi tuyên bố trước các phóng viên: “Tôi không nhớ Tổng thống Duterte có nói rằng ông ấy sẽ dùng từ ‘viện dẫn’ liên quan đến phán quyết PCA. Tôi nhớ chính xác là ông ấy nói sẽ đề cập nó theo cách thân thiện và không đối đầu”.

Đại sứ Triệu cho biết lập trường bác bỏ của Trung Quốc đối với phán quyết này vẫn không thay đổi, song thêm rằng “Trung Quốc sẽ tiếp tục là bạn tốt, hàng xóm tốt và người bà con gần gũi của người dân Philippines. Các bất đồng về vấn đề Biển Đông chỉ chiếm 1% mối quan hệ tổng thể của chúng ta”.

Theo Panelo, Tổng thống Duterte cũng sẽ thảo luận với Chủ tịch Tập về đề xuất thăm dò dầu khí chung trong vùng đặc quyền kinh tế của Philippines ở Biển Đông.

“Chúng ta phải đạt được điều gì đó từ mối quan hệ hữu nghị này. Tôi nghĩ đề xuất thăm dò dầu khí chung sẽ là điều tốt vì thực tế chính phủ Trung Quốc đang chào mời thỏa thuận hợp tác phân chia với tỷ lệ 60:40”, Panelo nói.

Cả Panelo lẫn Duterte đều không giải thích 60:40 ám chỉ đến mức phân chia chi phí, lợi nhuận hay phần trăm cổ phần ở một doanh nghiệp liên doanh đảm nhận thực hiện thỏa thuận thăm dò chung.

Hiến pháp Philippines quy định khi đề cập đến thăm dò, phát triển và sử dụng các nguồn tài nguyên tự nhiên, chính phủ Philippines chỉ có thể ký kết “những thỏa thuận liên doanh, cùng khai thác hoặc phân chia sản lượng khai thác” với các công dân hoặc doanh nghiệp có 60% cổ phần do phía Philippines nắm giữ.

Philippines muốn duy trì sự độc lập và sự tự chủ chiến lược”, nguồn tin nói.
